Special intensive revisions (Sir) of election roles currently taking place in Bihar could exclude at least two crore voters in the state, especially in the migrant population, said the Indian block leaders on Wednesday after an almost three -hour meeting with the Indian Election Commission (ECI).
Twenty leaders from 11 sides of the opposition block fulfilled the Commission to express their objections concerning Sir’s exercises before the elections in the Bihar Assembly scheduled for October – November this year. The opposition drew a parallel with a demonizing exercise in 2016, which was colloqually referred to as a notes, and called the election revision “voting”. The leaders who quoted their own estimate that at least 20% of the Bihar population includes migrant workers, they expressed concern that these individuals could be freely removed from the roles.
The head of the Congress and the leader of the advocate Abhishek Manu Singhvi said the delegation caused three primary concerns: the necessity, timing and feasibility of the inspection exercise said at the press conference after the meeting. “First we asked whether the last revision was in 2003, for 22 years, four or five surveys of the Bihar gathering occurred – were all the elections defective and imperfect?” Mr. Singhvi asked. He pointed out that the 2003 revision took place well in advance of the national and state elections.
“On the other hand, this revision, which affects the second largest voter in a country with more than eight crore voters, is performed in just two months,” he said. “We believe that migratory people who travel to work cannot be on Beck and call Enumerator.” Mr. Singhvi also stated that “depreciation” is the most significant attack on the basic structure of the Constitution. “We said more than 2.5 or three people Crore – suppose that the minimum two crore – can be released by this exercise. Why decide to do it at the top of the elections?” he asked.
Mr. Singhvi also asked why she “threw and left” the Aadhaar card, which previously used to confirm the identity of voters. It was concerned about the lack of transparency and noted that the political parties were not informed in advance of the planned revision. “It seems that the EC will consider our contributions completely,” he said.
Rashtriya’s leader Janata gave Manoj Jha described the meeting as “less than friendly”. “The 20% of the population that migrates in search of a living is in the risk of loss of voting rights. The purpose of this exercise is exclusion rather than inclusion,” Jha said.
The Communist Party of India (Marxist – Leninist) Liberation General Secretary Dipankar Bhattacharya said the opposition had been even more concerned since the meeting. “The EC has explained that only those who are common inhabitants will find their names on an election role. Those who are forced to leave the state looking for a living will not be considered” ordinary inhabitants “,” he said. Mr. Bhattacharya also questioned the logistics of reaching eight Crore voters during the monsoon season.
The Commission replied to the opposition concerns and stated that Sir was carried out in accordance with Article 326 of the Constitution, a representation of the 1950s Act and instructions issued on June 24. The Commission claimed that any concern raised during the meeting was solved in full.
ECI also thanked the political parties for appointing more than 1.5 agents at the Lakh (Bla) stand for the ground level of the Sir level.
The meeting noted that the tension grew on the question of representation, with the previously informed parties that only their heads would be allowed. “The dialogue between the political parties and the election commission will make it impossible,” Mr. Singhvi said, criticizing this step.
However, the ECI sources later explained that some participants were pre -appointed, while others were allowed to enter their own discretion of the commission. The Commission stated that it allowed two representatives from each side to ensure that all opinions were heard.
