
In a major bureaucratic reshuffle, the Center on Tuesday shifted Ministry of Development of North Eastern Region (MDoNER) Chanchal Kumar to the Ministry of Information and Broadcasting. Sanjay Jaju will take over Kumar’s post at MDoNER.
Sanjay Lohiya, another secretary in my ministry, has been appointed as special secretary in the Department of Financial Services (DFS), Ministry of Finance. He will take over after Nagaraju Maddirala retires on 31 May 2026.
In other key secretary-level posts, Rohit Kansal, additional secretary in the textile ministry, has been appointed as secretary, rural development department in place of Shailesh Kumar Singh.

Bharat Harbanslal Khera has been appointed as an officer on special duty in the Ministry of Micro, Small and Medium Enterprises (MSME) in the rank and pay of Secretary and will take over on April 30, succeeding Subhas Chandra Lal Das.
Nivedita Shukla Verma, Secretary, Department of Chemicals and Petrochemicals, has been appointed as Secretary, Department of Administrative Reforms and Public Grievances with additional charge of Secretary, Department of Pensions and Welfare of Pensioners.
Bhuvnesh Kumar, managing director of the Unique Identification Authority of India, has been appointed as the secretary in the tourism ministry in place of Srivatsa Krishna, who was in the minority affairs ministry.

Abhishek Singh, Director General, National Information Center, has been appointed Director General, National Testing Agency in the rank and pay of Secretary by promotion.
Narendra Bhooshan has been appointed Secretary, Land Resources Department, while Chandra Sekhar Kumar has been appointed Senior Director, National Rainfed Area Authority in the rank and pay of Secretary.
The ACC also approved the in-situ promotion of Sanjay Rastogi, Director General, National Archives of India and Sajjan Singh Yadav, Additional Secretary in the Department of Expenditure, to the level of Special Secretary in the rank and pay of Secretary to the Government of India as a personal measure by upgradation.

Other appointments at Secretary level
Several officers were moved to key positions. Puneet Kansal has been appointed as Additional Secretary in the Ministry of Civil Aviation. Mona K. Khandar, has been appointed as Additional Secretary in the Department of Social Justice and Empowerment. Faiz Ahmed Kidwai, Director General of the Directorate General of Civil Aviation (DGCA), has been appointed as Additional Secretary in the Department of Personnel and Training. Vir Vikram Yadav has been appointed Director General DGCA with the rank of Additional Secretary.
Other notable appointments include Gyanendra D. Tripathi as Additional Secretary in the Department of Agricultural Research and Education, Vishal Gagan as Secretary to the Central Information Commission in the rank of Additional Secretary, N. Gulzar as Member Secretary of the National Capital Region Planning Board, Diwakar Nath Misra as Additional Secretary in the Ministry of Power and Debasish Prusty as Additional Secretary in the Ministry’s Financial Services Department.
Further, a number of joint secretaries were promoted to the next secretary level, including Arti Kanwar in the Ministry of Textiles, Darpan Jain and Lokhande Prashant Sitaram in their respective departments, Ankita Mishra Bundela in the Ministry of Agriculture and Farmer Welfare, Vijay Nehra and Siddharth Jain in the Ministries of Health and Cooperation and Neetu Kumari Prasad in the Ministry of Revenue.
Officers from other services like Anuj Sharma (IDES), Meenaxi Rawat (IES), Ansuman Pattanaik (IRS) and several others have been appointed as additional secretaries in various ministries.
ACC additionally approved in-situ promotion of Sarita Chauhan Chand and Pankaj Yadav to the level of Additional Secretary as a personal measure.
