Bengaluru City Police Commissioner to split into multiple units?

The Karnataka government has learned to seriously consider bifurcating the Bengaluru City Police (BCP) office into two or three city police offices.

This comes less than a year after the erstwhile Bruhat Bengaluru Mahanagara Palike (BBMP) was split into five municipal corporations.

Home Minister Priyank Kharge confirmed the development and said, “There was an earlier proposal to split the commissionerate which was not fulfilled. It came up for discussion again during the formation of the GBA last year. We are studying the pros and cons of the issue and after a holistic assessment we will submit the proposal to the Chief Minister. No decision has been taken yet.”

‘BCP impractical’

The BCP Commissionerate currently has a total of 186 police stations, including 115 law enforcement and 53 traffic police stations.

As the city expands horizontally, in line with the 2007 experiment of expanding civic limits from 225 km2 to 709 km2 and the creation of the BBMP, urbanized areas have been steadily added to the mandate of the BCP. At least six stations have been added in the last two years. To accommodate this, the number of law and order divisions in the city increased from eight to eleven, and traffic divisions from two to four.

In addition, there are at least 15 other police stations in the neighboring Bengaluru Rural and Bengaluru South police units, which are largely urbanized but continue to fall under rural police units. Adding them could eventually become impractical, some argue.

“Bengaluru police commissioner has a population of over 1.5 million and an area much larger than the Greater Bengaluru Bureau to oversee. Nearly 30 IPS officers report to him. This is extremely impractical and no commissioner is able to provide adequate focus to all areas. Oversight is the key to effective policing,” said a senior police official.

Another senior official said that ideally the core city should remain as Bengaluru City Police and the suburbs – including city police stations in Bengaluru Rural and Bengaluru South district units – should be subsumed and reorganized into two more city commissionerates.

‘Unified Command Key’

But many senior police officers argued that unified command was key in policing, which only operates with a clear chain of command.

“Even if we take the model of five corporations in the city, there is a city-wide body called GBA which has a chief commissioner and several special commissioners to integrate the functions of the five corporations. The BCP also needs such a unified command,” said a senior police official against the idea of ​​splitting the BCP Commissionerate.

“We can have five joint commissioners for the five corporations in the city, each of whom will be given two to three divisions, headed by an additional commissioner (law and order). Traffic and crime divisions should also be headed by additional commissioners, headed by a commissioner. This will increase on-the-ground supervision and maintain unified command,” he argued.

Bengaluru: One city, one commissioner

All other major urban areas in India – Delhi, Mumbai, Kolkata, Hyderabad and Chennai – have multiple commissioners. While the capital remains the key authority, the suburban areas around it have been organized into several police commissionerates. Bengaluru remains the only major city where a large authority, including suburban areas, is surrounded by rural district police units.

Traffic and CCB

If the BCP Commissionerate is split into multiple units, the Bengaluru Traffic Police and the Central Crime Branch (CCB) will also be split, is a moot point. While many argue that traffic and crime units must have a city-wide footprint, some officers say that commissioners must have all three units — law and order, crime and traffic. If not, said a senior police officer, then the commissioners will be left with only law and order, and that will not work effectively.
