Work contracts for the first section of the Peripheral Ring Road (PRR) – Package 1 between Tumakuru Road and Ballari Road are due to be issued in June and construction work is expected to begin three months after that. This will be the first ground work to begin for the PRR, which has been delayed for more than two decades.
Bengaluru Business Corridor Ltd. (BBC), the Special Purpose Vehicle (SPV) formed as the PRR project leader, has split Phase 1 of the PRR into several packages and submitted Package 1 in March 2026. “Technical bids were opened on May 6 and are being reviewed. We will open the financial bids after May 20,” said BBC Chairman Atheeq, LK.
The government made it a condition that work orders for these packages could be issued once the BBC Ltd. achieves 80% land acquisition.
“Out of 665 acres required for Package 1, we have acquired 523 acres, achieving more than 78% of the target. Now compensation is being paid for these lands. Some lands are subject to litigation and in such cases we will file compensation in court. We will cross 80% soon,” Atheeq said.
The tender is Model Design, Build, Operate and Transfer, which means that the contractor must design this section and prepare its own Detailed Project Report (DPR). This is likely to take three months after work orders are issued, after which construction work will begin on site.
The contractor will be given three years to build the 23 km stretch of road between Tumakuru Road and Ballari Road. It will start from Bangalore International Exhibition Center (BIEC), Madavara and cross Ballari Road next to Collins Aerospace Park at Venkatala. A subway station is being built at this intersection. This road is expected to ease traffic on International Airport Road and Tumakuru Road, especially at the notorious Hebbal junction.
Slow progress with other packages
Meanwhile, BBC Ltd. finds it difficult to convince farmers in two other stretches – Ballari Road to Whitefield Junction (Package 2) and Whitefield Junction to Electronics City (Package 3) – to give up their land for the five-option compensation package on offer. In Package 3, of the 710 acres required for the project, only 26 acres have been acquired so far.
While the farmers are demanding cash compensation under the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013, BBC Ltd. offered a compensation package with five options under the Bangalore Development Authority Act, 1976, including cash compensation, transferable development rights, developed commercial land and cash plus developed land as a package.
Sources said the state government has ruled out any revision of the compensation package. Meanwhile, these petitions are expected to be decided soon by the Karnataka High Court, which has gone through many petitions challenging the acquisition of land for Phase 1 of the PRR. “Arguments are coming to an end and we expect a verdict by June or July. We hope it will give us some respite and provide impetus for land acquisition,” said a senior official.
