Belagavi City Corporation (BCC) members have approved a surplus budget for the upcoming financial year 2026-27.
Members of the ruling party applauded as Rekha Mohan Hugar, chairperson of the standing committee on taxation, finance and appeals, presented the budget. The document estimates revenue at ₹442.54 crore and expenditure at ₹441.62 crore, resulting in a surplus of around ₹92 crore.
On the spending side
₹2.10 crore has been earmarked for sterilization of stray dogs and construction of shelters.
The company has earmarked ₹5 crore as its contribution to the CITIES 2.0 program to modernize solid waste management.
A large expenditure of ₹ 38.25 crore was earmarked for outsourced cleaning services
₹11 crore has been earmarked for salaries of permanent civil workers.
₹4 million has been earmarked for scientific waste management
₹ 50 crore for street lighting maintenance.
The budget provides ₹27 crore for overall development works, ₹2 crore for open space conservation, ₹1. 35 crore for park development, ₹ 2 crore for connecting UGD and Community Hall and ₹ 1. 45 crore to purchase electronic equipment to improve digital governance.
Income
BCC expects ₹85 crore from property tax

₹ 9.89 crore from building permits and development activities
11 ₹. million from the sale of vacant properties
₹9. 75 crore from solid waste management
₹4. million from commercial papers
₹5 crore from new underground sewerage (UGD) connections.
Its grants and other sources of income include ₹ 3.22 crore from SFC fund, ₹ 62.64 crore under SFC grants for electricity, ₹ 21 crore from 16th Finance Commission, ₹ 1. 69 crore from the sale of scrap metal and ₹ 1.50 crore as compensation for road cutting.
The opposition disputes the numbers
Some members of the opposition, led by Azim Patavegar, questioned the credibility of the revenue projections. He argued that last year’s numbers fell short of estimates, especially in property tax collections.
However, BJP member Hanumant Kongali termed the figures as realistic. He said the budget was prepared after consultation with stakeholders and described it as practical.
