In Hong Kong, according to the Hong Kong Observatory, the signal of a black rainstorm rises. The inhabitants were recommended to hide and avoid traveling because some roads were flooded.
It was also said to be kept away from waterways and residents living near rivers who were recommended to prepare for evacuation if the water rises.
