Bangalore Development Authority (BDA) has finally allotted alternative seats in Nadaprabhu Kempegowda Layout to 784 Arkavathy Layout allottees who have not been able to get their seats for two decades. The plots on which they were allocated were marked in the Re-Do program in July 2014.
The BDA notified 2,750 acres of land in 16 villages in 2004 to form Arkavathy Layout and the sites were allotted in 2006. However, after several designations and litigation, the Supreme Court made a six-point directive to delist the land from acquisition. In 2014, BDA came up with the Re-Do scheme and finally dropped 983.33 acres. This is now being investigated by the Justice KN Keshavanarayana Committee.
Allottees whose sites were in those countries that were dropped from the Arkavathy program ran from pillar to post to get their sites after paying the full amount. Many are also fighting decades-long legal battles and paying property taxes for sites they haven’t had in two decades.
Of these, 755 allottees and 29 revenue site owners of Surabhi Seva Sangha Layout were allotted alternate sites at NPKL through a computerized randomization process by BDA chairman NA Haris on Monday.
These beneficiaries have to pay the registration fee again and get allotment of new sites, BDA sources said.
While BDA officials claimed that most of these 784 allottees have agreed to fill alternate posts at NPKL, not all are happy. “After paying registration fee and stamp duty for the earlier site, paying property tax for two decades and fighting a legal battle all these years, why should I take a site in far off NPKL where I am paying registration fee which can again go into thousands. There has been no proper denotification here and we want these lands to be acquired and our sites allotted. BDA should at least give us stray sites in NPKL to they don’t want NPKL to wish us anonymous.
Meanwhile, 384 allottees have pending litigation and these petitions are being submitted to Justice KN Keshav Narayan Commission for a decision.
2026 deadline for NPKL works
Meanwhile, days after the Real Estate Regulatory Authority, Karnataka (RERA-K) declared the BDA a “promoter” and directed the agency to register Nadaprabhu Kempegowda Layout, the BDA issued a public notice on November 11 promising to complete all development work in the Layout by 2026.
The BDA said development work on 2,800 acres (76%) in NPKL has already been completed. “Remaining works such as asphalting, street lighting and cable laying in the already built-up area are to be completed by March 2026,” the BDA said in its public notice.
The BDA has not yet acquired the 1,064 acres of land notified for NPKL as it is still subject to litigation. “Development work in these lands will be carried out once BDA acquires the property, with completion in October 2026,” BDA said.
Meanwhile, the BDA has committed to open the 11 km long arterial road connecting Magadi Road and Bengaluru Mysuru Highway via NPKL to the public in January 2026. It was supposed to be open by November 2025.
The allottees of the NPKL site are demanding an on-ramp with full MAR integration with the Bengaluru Mysuru Expressway to avoid traffic congestion. They currently meet at a ‘T’ junction. Sources in the BDA said that the full integration will be done when Phase-II of the Peripheral Circuit is constructed and not immediately.
BDA has also announced that it is holding weekly meetings to review the progress of NPKL works every Wednesday at 3:00 PM in the meeting room and those interested in allotment of seats can attend these meetings after registering at BDA Helpline: 94831 66622.
