With Governor Thawar Chand Gehlot, who granted consent to the law on the administration of public Bengalur 2024, Bruhhat Bengaluru Mahanagara Palike (BBMP) officially entered the transitional period. As a first step, the government will define the boundaries of the larger area of Bengalur.
The BBMP will continue to function temporarily until the changes listed in the Public Affairs Act (GBGA) 2024 have been completed. The law clearly specifies the transitional provisions.
These provisions ensure continuity during the transition from the previous legal framework to the newly enacted act. These provisions state that any rule, regulation, notice, or appointment under the Municipal Corporations Act in Karnataka of 1976 or BBMP Act will remain in force after the new law enters into force, provided they are not contrary to its provisions.
Existing tools will be considered issued under the New Testament and will remain valid until they are changed, replaced or downloaded by new measures taken under the New Testament. This prevents any legal vacuum and allows BBMP and related authorities to function smoothly during the legal transition. It also allows the government to gradually introduce changes under the New Testament and at the same time maintain the continuity of administration and administrative stability in the city system Bengalur.

Experts suggest that the execution of changes can take eight to nine months. The City Development Department (UDD) will soon start this process.
The first step is to define an area of larger Bengaluru (GBA). Currently, BBMP is expanding 709 km, which will expand under the new structure. V. Ravicandar, a member of the Bengalur Bengaluru Committee (BBC), said: “Defining the GBA area is the primary step towards implementing the law.”
Estimating population growth
Mr. Ravicandar added that UDD will have to rework the department based on the census blocks. The estimate of the population growth from 2011 to 2025 is essential. The last census was carried out in 2011.
