Awaiting clarity before taking charge of portfolio: Krishna Byre Gowda

Ten days after being sworn in as minister, Krishna Byre Gowda has been given the portfolio of Bengaluru development, but without some key components, he is yet to take charge. He said on Saturday (June 13) that he was waiting for “clarification of responsibilities” before formally taking over, “to avoid any confusion in the future” and to “meet expectations”.

A bone of contention

The bone of contention was the two key planning agencies – Bangalore Development Authority (BDA) and Bengaluru Metropolitan Region Development Authority (BMRDA) – retained by Chief Minister DK Shivakumar even as Mr Gowda was assigned to the Bengaluru Development portfolio. Under this arrangement, Mr. Gowda will have only the Greater Bengaluru Authority (GBA), the five city corporations that fall under him, the Bangalore Water Supply and Sewerage Board (BWSSB) and the Bengaluru Metro under him.

Unsatisfied with being allotted a reduced portfolio, Mr. Gowda was in Delhi recently to discuss the matter with the high command. However, the problem still remains unsolved.

Speaking to reporters, the minister said: “I have to be clear about the responsibilities when taking over the portfolio if I have to meet expectations. I have to be accountable, meet expectations and show results.”

He further said, “I have convinced the chief minister about the need for clarity. He told me that he will take the final call on this first after consultations. It is not just about power, it is about responsibility.” Describing the development in Bengaluru as “one of the toughest responsibilities”, he said, “If I take it without clarity, I may end up not achieving as expected.

Within two to three days

Mr. Shivakumar, the minister said, promised to look into the issue and make a call within two to three days. “It is my responsibility to abide by whatever decision he makes,” the minister said, insisting he was not displeased but merely seeking clarity.
