The Assam government on Tuesday (November 3, 2026) decided to write to the CBI Investigation Center to find the exact cause of the devastating floods in Sivasagar and Charaideo districts earlier this year, Chief Minister Himanta Biswa Sarma said.

The government has also decided to fire an employee irrespective of religion if he is found to be involved in polygamy, he added.

Addressing a press conference after the cabinet meeting here, Mr. Sarma said, “The state cabinet has decided to seek a CBI inquiry to find out the exact reason for the floods in Sivasagar and Charaideo districts.”

The government will send a letter to the Center within 10 days, but the final call to hand over the probe will rest with them, he added.

“We want to find out the exact cause,” he said.

The Dikhow river ravaged Charaideo, Sivasagar and Jorhat districts in eastern Assam a few months ago.

At least 108 people have died in Assam’s floods this year, with massive damage to houses, schools, roads, embankments, cattle sheds, fisheries and health centers reported in the affected districts.

The CM further said that the state cabinet approved the amendment of the Assam Service and Discipline Rule and inserted a new clause in relation to polygamy.

“A government official indulged in polygamy will be dismissed from service. This will also be a disqualification for future employment,” he added.

The Cabinet inserted Article 6 of Rule 7 to include severe punishment, Mr. Sarma said.

“Since the UCC (Uniform Civil Code) has been implemented in Assam, it will apply to Hindus, Muslims, Christians, everyone,” he added.

On 27 May, the Assam Assembly passed the “Uniform Civil Code, Assam, 2026 Bill”, which seeks to create a common legal framework to govern marriage, divorce, succession and live-in relationships irrespective of religion.

Additional Principal Secretary, Ministry of Home Affairs and Politics Ajay Tewari said on October 13 that the parent bill has been sent to the central government with the President’s assent.

As per the notification, the Assam government has set up a committee to frame the rules for the UCC to implement the law in the state.
