Chief Minister N. Chandrababu Naidu emphasized that Andhra Pradesh is now in the era of Real Time Governance (RTG) where technology, data integration and accountability are essential for effective governance and citizen welfare.
Addressing a meeting on data-driven governance on Thursday, the chief minister highlighted that comprehensive citizen data has already been consolidated and efforts are underway to link student information from the Anganwadi level.
Using the AWARE platform and Data Lake systems, the government can synchronize large data sources, perform real-time analytics and make immediate, evidence-based decisions. “The goal is predictive management – using technology to not only respond but to anticipate challenges,” said Mr Naidu.
“We are spending massively on the welfare of the people and every rupee must be used effectively,” he said.
Pointing out that citizens once had to wait up to 10 days and visit multiple offices to get caste, residence and income certificates, Mr. Naidu said, “That era is gone. Officials should use DigiLocker effectively for seamless delivery of public services.”
The Chief Minister called for the integration of data across departments, including the police, and emphasized the importance of public perception, transparency and communication with citizens.

All departments must function online, minimizing the need for citizens to visit offices. Services related to revenue, subsidy and social security should be available through WhatsApp administration and RTG centers at the district level, he said.
Referring to recent incidents like the bus accidents and the Srikakulam temple stampede, Mr. Naidu said, “Each incident must teach us to correct system errors. We must follow established safety protocols like OSOP.”
Highlighting Andhra Pradesh’s growing reputation as a responsible and tech-savvy state, the Chief Minister said, “It is because of the credibility of this government that Google has decided to invest $15 billion in a data center project here. We are fast moving towards becoming a knowledge-based economy.”
The state aims to achieve a 15% growth rate through capable governance, data-driven policies and citizen-centric governance. Plans are also underway to introduce performance appraisals for government departments based on citizen satisfaction, he added.
