In a major boost to tourism and infrastructure development in the capital region, the Andhra Pradesh cabinet on Thursday approved a proposal to invite competitive bids for the construction of the proposed ‘Amaravati Eye’, a giant observation wheel on the banks of the Krishna river, intended to be a landmark attraction similar to the famous London Eye.

Speaking to the media after a Cabinet meeting chaired by Chief Minister N. Chandrababu Naidu, Minister for Information and Public Relations Kolusu Parthasarathy said the project would be developed on six acres of APCRDA land on a Design, Build, Finance, Operate and Transfer (DBFOT) model with a 30-year concession. The project is expected to become a major tourist attraction and provide a panoramic view of Amaravati and the Krishna river embankment.

The Cabinet also approved an administrative sanction of ₹ 547 crore for external development works associated with the Andhra Pradesh High Court Complex at Amaravati.

The works include roof architectural elements, parking facilities, security pavilions, water bodies, internal roads, substations, judges’ departure points and other supporting infrastructure. Permission has been granted to start tendering under the Design Build Lump Sum Contract system.

In another key decision, the government approved the issuance of letter of acceptance to the lowest bidder for additional works at the All India Services residential complex in Rayapudi. The ₹95 crore project covers home automation systems, additional wardrobes, parking shelters, glass railings, retractable roofs, transformers, HVAC systems and other electrical works.

Negotiated Settlement Principles

Cabinet also approved amendments to the Negotiated Settlement Policy governing land pooling and development in the Capital Region. The revisions consolidate and clarify earlier government regulations to facilitate smoother implementation.

It also approved the recommendations of the Committee of Ministers on new land allocations and review of previous allocations in the CRDA region.

The decision covers 13 proposals covering 42.60 acres, including adjustments in allocations to government institutions, changes to land use consents, cancellations of inactive projects and confirmation of land allocations for the convention center project.

The cabinet also exempted the registration of 49.66 acres allotted for the Amaravati Quantum Valley project from stamp duty, registration fees and other charges. The exemption is expected to save about ₹5.53 crore and accelerate the development of the proposed research and innovation centre.
