
Andhra Pradesh Legislative Assembly Deputy Speaker and former Member of Parliament K. Raghu Ramakrishna Raju on Monday (December 1, 2025) asked the central government to remove IPS officer PV Sunil Kumar from service. He alleged that the suspended IPS officer had violated the All India Service (AIS) Discipline and Appeal (D&A) Rules, 1969.
Mr. Raju alleged that the police officer tried to create enmity between caste-based groups and brazenly violated legal obligations and constitutional mandates.
In a letter addressed to Rachna Shah, Secretary, Department of Personnel and Training (DoPT), Government of India (GoI) on Monday, he said that Mr. Sunil Kumar had created an organization called “Ambedkar’s India Mission” (AIM) through which he carried out anti-Hindu propaganda creating enmity between various sections and weaker sections of the society.
“When I was a member of the Lok Sabha, I brought up his hate speech and asked for action. But till date there is no action,” said the Deputy Speaker.
The AIS (Conduct) Rules, 1968 state that an AIS officer should maintain absolute integrity and devotion to duty, maintain neutrality and impartiality, act in a manner befitting the position held by him and avoid association with any political party or activity.
But PV Sunil Kumar’s activities amount to serious misconduct attracting heavy penalties under AIS (D&A) rules, Mr. Raju said.
“Given the seriousness, sensitivity and potential constitutional implications of the IPS officer’s alleged misconduct, I request the Indonesian government to remove him from service,” the former lawmaker said.
