The Legislative Assembly on Thursday passed the Andhra Pradesh Allotted Lands (Prohibition of Transfers) Bill, 2026, which allows the government to consider acquisition of allotted land on long-term lease for setting up renewable energy projects under the AP Integrated Clean Energy Policy 2024.
The bill is to make necessary amendments to the AP Assigned Lands (Prohibition of Transfer) Act, 1977, which according to Revenue Minister Anagani Satya Prasad is a protective legislation that prohibits the transfer of land allotted to the landless poor, whether by purchase, gift, lease, mortgage, barter or otherwise.
However, after the government decided to set up 10,000 megawatts of solar power projects in the state, it amended the 1977 Act to allow leasing to AP Green Energy Corporation Limited, which was renamed AP Rural Agriculture Power Limited, for use as deemed fit, including non-agricultural uses.
Mr. Satya Prasad said that AP’s Integrated Clean Energy Policy 2024 aims to add more than 160 GW of renewable energy capacity with the potential to attract ₹10,000,000 crore of investment, and that the policy has been adopted in line with “nationally determined climate change efforts” in line with global climate change efforts.
Since renewable energy projects, especially solar, require huge tracts of land, the government has to make acquisitions, including allotment of land whenever needed, on lease. The Bill seeks to replace the AP Assigned Lands (Prohibition of Transfers) (Amendment) Ordinance, 2025.
Secretariats of municipalities and sections
The Assembly also passed the AP Grama Sachivalayams & Ward Sachivalayams (GSWS) (Amendment) Bill, 2026 to revise the roles and responsibilities of village functionaries and ward secretariats for achieving the objectives of Swarna Andhra and Viksit Bharat-2047.
