President Samajwadi (SP) Akhilesh Yadav on Saturday (May 24, 2025) criticized the Government led by the Uttar Pradesh for not being able to appoint a permanent CEO (DGP) for the state and ask if a government that is unable to ensure that a steady police conduct can provide permanent law and framework for the state.
“If BJP is unable to provide a permanent DGP, what permanent structure does it give?” Mr. Yadav wrote on the X -Social Media platform.
“The effective basis of law and order that the government led by SP laid down by providing first -class, state -of -the -art resources and structural framework for the police service, today people BJP stand with scissors to cut down the ribbon and gain recognition,” he said. “The BJP rule is attacked by a police station, the police themselves are fir against the police and also blame each other for kidnapping.
Since May 2022, Uttar Pradesh has seen a sequence of acting DGPs. Devendra Singh Chauhan held charges for 11 months, followed by RK Vishwakarma and Vijay Kumar in the reigning capacity.
Former Uttar Pradesh DGP Sulkhan Singh told Hindu that although there may be no technical difference in the powers between permanent and acting DGPS, practice was explicitly discouraged by the Supreme Court.
Singh, who quoted the decision of the Top Court 3 July 2018, said: “None of the states will ever cease the idea of appointment of any person as the official of the police on the basis of negotiations, because in the case of Prakash Singh there is no concept of the reigning CEO.” He added that the idea of a acting DGP violates the “rule of law” and constitutional morality and obligation.
After the announcement of the contempt for several countries in the appointment of a temporary DGPS, the Uttar Pradesh government framed new rules for appointing DGPs in November 2024. The instructions state that only officers with at least six months of retirement will be considered eligible. The selection committee, which consists of the retirement of the judge of the High Court, the main secretary of the state, the representative of the Union’s public service and others will evaluate the candidates based on records of services, experience and remaining term.
Despite the new framework, the appointment of DGP remains full -time in the state.
