Activist demands time-bound prosecution in long-pending paper leak cases involving two NDA MLAs in UP

Amid nationwide uproar over paper leaks, Lucknow-based social activist Amitabh Thakur on Monday (July 27, 2026) wrote to Uttar Pradesh Chief Minister Yogi Adityanath seeking effective, impartial and time-bound prosecution in the long-pending paper leak cases involving Suheldev Bharatiya MLASP Ramaye Ramuheldev Bharatiya MLASamaj party. Dubey, both allies of the ruling Bharatiya Janata Party (BJP) in Uttar Pradesh.

“In light of the nationwide concern over the recent paper leak cases and the declared zero tolerance policy of the Union Government as well as the state of Uttar Pradesh, the older pending cases should be accorded the same level of seriousness and administrative attention. I have referred to the pending Railway Recruitment Inquiry paper leak case of 2006 against Bedi Ram, Vipul Dubey and other leak cases. In the affidavits submitted the pending cases are mentioned in detail to both the MLAs.I request the state government to ensure regular high-level review, effective representation by the relevant public prosecutors and continuous monitoring of these cases so that the judicial process takes place in accordance with the law without undue delay,” Mr. Thakur, Indian Police Officer Pradtardeshbatch of 19. who heads the Azad Adhikar Sena, an outfit, told The Hindu.

Mr. Ram, an SBSP MLA, is accused in six cases in Uttar Pradesh, two in Madhya Pradesh and one in Rajasthan. The charges against him include Sections 4/6 of the Rajasthan Public Examination (Prevention of Unfair Means) Act, 1992: Unauthorized possession or publication of the question paper, Sections 2/3 of the UP-Gangster Act, 1986: Punishment for public servant who unlawfully aids or abets a member of a gang before or after the commission of an offense Uttarde4/Po4/05 Public Examination (Prevention) Act unfair means) Act, 1998: Unauthorized possession, publication of question paper, evasion by the person entrusted with the work in examinations and penalties for both and Section 3/9 of the Uttar Pradesh Public Examination (Prevention of Unfair Means) Act, 1998: Use of unfair means and resources.

Mr. Dubey also faces charges related to the railway exam paper leak.
