
The Ministry of Road Transport and Motorway announced on Saturday that it changed the fee for national highways for vehicles entering tolls without a valid and functional fastag.
With effect from November 15, 2025, vehicle owners will have to pay 1.25 times from the normal toll amount when they decide to pay using UPI. This amount is relatively smaller than those who pay cash.
If you pay in cash, vehicle owners are obliged to pay a double user fee without a valid fastag.
This initiative is part of a wider strategy for reducing cash transactions on the plazas of user fees on national highways.
UPI offers a cheaper alternative to pay in cash
In its statement, the Ministry of Road Transport and Motorways stated that in a significant step towards motivating digital payments and removing cash transactions on user fees on national motorways for users who are not Fastag, the Indian government has changed the rules of national highways (determination of rates and collection) of 2008.
According to the newly amended rule, there will be vehicles entering the payment of the square without a valid functional fastag to pay twice the relevant user fee, if the fee is made in cash. “Such users who decide to pay the fee via the Unified Interface (UPI) will be charged only 1.25 times the relevant user fee for this vehicle category,” the statement said.
Aim of the amendment
The statement also noted that the revised rules would not only support the acceptance of digital payments, but also increase the transparency in toll operations along with a significant improvement in the overall user experience on national highways.
This notification is scheduled to be input from November 15, 2025, and from that date all vehicles will benefit from the updated regulations when browsing through the toll square.
