As the events developed 4th June
Despite this June 4, RCB unilaterally announced a public “winning show” from Vishan Judge at the Chinnaswama Stadium, through several contributions on social media from 7.01 o’clock in the morning

The report stressed that the organizers never formally looked for a police permit in the prescribed format, as ordered by the licensing and control of the Regulation on Assets and Processes (Bangalore City), 2009.
He explained that only the submission of intimation is not an application for permission, especially for events concerning large public assemblies in the central Bengalur.
Lack of correct information about celebrations or necessary planning
The authorities claimed that basic data, such as the number of participants, Montrybly Bode, timing, names and contact details of people in charge of the organization of the event, and plans to check the operating and crowd.
This lack of information has prevented the police from assessing the scope of the event or planning of reasonable security measures.
In addition, there was no marking or speaker for public instructions, no trained staff for the crowd management at the gates and seats, and no previous application for use of a speaker or police bandobast.
The organizers also did not pay for the deployment of the police, as entrusted with the government order of 22 May 2019, the report said.
As the police dealt with this event
Despite the absence of coordination or approval, the Municipal Police of Bengalur has taken several measures to manage the situation on the ground.

Through the press, social media and the FM radio, traffic consultancy and map have been published to advise people to avoid areas in the central business district and use the Namma Metro or other public transport for limited parking. Nine diversion points were created and 125 barricades were listed, with another 11 barrication zones added as preventive measures. Local schools were asked to close noon.
BMTC has deployed its Sarathi teams and e-Path has been activated for ambulance management. The dedicated control room monitored traffic movements during the event.
Eight main sectors were identified and the police staff was placed to regulate and manage the crowd.
What did the organizers ignore
The report concludes that RCB, DNA network and KSCA ignored standard procedures and security measures, leading to violations and potential risks of public security.
Their inability to obtain permission and coordinate with the authorities has left the city administration in advance without the possibility of reactively responding to an event that has already obtained dynamics through mobilization of social media.
“The government, which recognized the need for liability within the hierarchy of enforcement, took steps against police officials on June 5, 2025.
“The government command was suspended by five police officers, including three IPS officers of a significant rank: police commissioner, general inspector and other police commissioner and police representative, together with the police assistant to Cubbon Park and police inspector Cubbon Park,” the report said.
