The teachers’ forum urges a staff statute of zones for first-level published school posts

Forum of Registered Teachers Organizations (FORTO) leaders D. Srinu and Maganti Srinivasa Rao met Director of School Education Thame Ansaria on Tuesday and urged that all grade one posts in the School Education Department be constituted strictly as zonal cadres in line with Andhra Pradesh Public Employment,2 and Direct Local Order Organizations2.

Citing paragraph 3(3) of the Presidential Order-2025, they said it clearly specifies that the first level posts are to be treated as a separate category and organized as zonal cadres. They pointed out that creation of posts like Gazetted Headmasters, Mandal Educational Officers (MEO) and DIET Lecturers as multi-zonal cadres would be against the provisions of the Ordinance.

The leaders further noted that teachers and principals working in Mandal Parishad and Zilla Parishad schools were government employees under the administrative control of the Education Ministry. They also reminded that the posts of Zilla Parishad High School Principals have been recognized as gazetted posts.

Leaders have expressed concern that if the first-level posts are advertised as multi-zonal cadres, it would adversely affect the recruitment and promotional opportunities available to local candidates. Therefore, the government should take immediate steps to ensure that all grade one posts advertised on the official board are constituted as zonal cadres only, they said.

State General Secretary of Navyandhra Teachers Association and FORTO representative M. Srinivasa Rao and others also met Ms. Ansaria.
