The Union Government filed a petition against the Supreme Court decision 23 May, which ordered a “progressive reduction” in representing the officers of the Indian police service (IPS) to the central armed police forces (CAPF).
The judges’ bench, as the eyes and bhuyan, decided that IPS representation of habitats in higher administrative classes (SAG) – until the rank of the General Inspector – will “gradually reduce for some time, say within the external limit of two years”. The justice has since been demituated by the office.
The Ministry of the Interior (MHA) submitted a proposal for a review of July 11, more than six weeks after the judgment, confirmed the government source. Despite the MHA command, she continued to appoint IPS officers to higher positions, with at least eight meetings from the commander to the General Inspector since 23rd.
The Supreme Court ruled that Group and CAPF officers represent “organized services” for “all purposes”, which effectively recognizes their demand for a structured promotional path within his own cadre.
CAPF chief official said that the petition of review could have extensive consequences. “The petition will have an impact on the formulation of the rules of service and the review of the cadre of all CAPF. The judgment was passed after several years of hearing,” the official said.
The case dates back to 2015, when Group and CAPF officials approached the court and were looking for non -functional financial improvements (NFFu), review of the cadre, restructuring and changes in recruitment rules to remove IP reputation and allow to lose internal promotion.
Currently, 20% of the general inspector of the General Inspector (DIG) and 50% of the General Inspectors (IG) in CAPF are reserved for IPS officers. If it was introduced, the sentence of 23 May would significantly reduce the dominance of IPS in CAPF.
KAPF includes border security forces, central industrial security forces, central reserve police forces, Sashastra Seema Bal and the Indo-Tibetan border police. MHA is an authority for checking the cadre for both IPS and CAPF officers.
The petitioners claimed that stagnation seriously influenced morality. “Assistants who joined the service 15 years ago have to gain promotion because there are no vacancies in the higher class. IPS officers coming to representing states occupy these contributions,” CAPF said. It is estimated that 13,000 officers will probably benefit from the decision, led to speedy promotion.
