
At least five out of 11 key documents required by the Indian Election Commission (ECI) for the revision of Bihar’s voters do not indicate the applicant’s site or the date of birth-one from the assumptions for inclusion in election roles.
AADHAAR, Voters’ identification cards issued by the Indian Election Commission (photographing card voters) or PAN cards were not included in the list of 11 indicative documents that applicants can submit. However, these excluded documents are often those presented to people to obtain one of the 11 documents needed for inclusion during a special intensive revision (Sir) in Bihar.
Among the 11 documents required by the ECI, the planned certificate of caste/planned tribes, a certificate of forest rights and a certificate of permanent residents (or domicile certificates) do not show the date of birth or the place of birth of the applicant. There are two other documents in Bihar – the National Citizens’ Register (NRC) and the family register.
The certificate of residence, which can issue an income officer or then, has been very demanded since the announcement of Sir in Bihar in Bihar and often sets out for the production of Aadhaar card.
The officer at the level of the stand (Blo) of the Chara district in Bihar told Hindu that out of the 500 forms he had distributed to him in the last week, 185 were filled and returned to the applicant. “Only 10% of the filled forms were supported by the required documents-all of the submitted school departure certificates. Those who had none of the 11 documents said they asked for a residence certificate and hoped to receive them in the next 10-12 days.
Brajesh Munan, local official of the opposition Congress Party in the State, said: “The documents required only a few of the birth date. Usually, Aadhaar is provided as evidence of the date of birth that ECI does not accept this time”.
Mr. Munan said that it is estimated that 25% of those who have the submission of documents will be at risk that he will not be able to provide them, and potentially face erase in voters.
The documents are expected to include in election roles, it is expected to provide nearly 2.93 people Crore. During the General elections in 2024, Bihar had 7.9 crore voters, of which 4.96 Crore voters who were there in the 2003 revision list may not submit details, ECI said.
The sample of the Casting certificate application on the Bihar website required the applicants to mention the registration number of Aadhar.

According to the 2023 election roles, published in March of the same year, “In case of inaccessibility of documents, an oath or confirmation from one of the parents or sarpanch, and even a visible BLO test can act as evidence of age.” ERO can conduct local questions to prove evidence of residence in the absence of documentary evidence.
When contacting ECI resources, they reiterated that “ERO’s final decision must be taken on the basis of field visits.”
The SC/WE certificate and the Civil Procedure, which are issued by officers of the rank of the then, and above in the district administration, only reveal the name of the holder, where they “usually stay”, the name of their community, their parents’ names and the name of the community. None of them shows information about the place of birth or date of birth of the holder. This information is required in applications, but is not displayed in certificates.
The FRA names further distributed under the 2006 law reveal information about the name/on their husband, their husband, the names of dependent and parents, the village and addresses, if they are or not, the area of land and their definition. These titles will be signed by a forest officer, a tribe officer and a district collector. In Bihar, since May 2025, there are 191 individuals who hold the titles of FRA throughout the state.
According to the Order of the Election Commission for the Bihar Sir, people can provide an order for a pension issued by a regular employee/pensioner of the government, any certificate issued by local authorities, banks, mail and such as July 1987; birth certificate; passport; Registration/educational certificate; Permanent residence certificate issued by the competent state authority; Forest Certificate; SC/ST certificate; Citizens’ National Register (anywhere), family register or any certificate of allocation of land/house issued by the government for inclusion in voters.
