The enumeration phase of SIR begins in Odisha, Mizoram, Sikkim and Manipur

In Odisha, Mizoram, Sikkim and Manipur, the enumeration phase for Special Intensive Revision (SIR) of electoral rolls has begun. All eligible voters whose roll forms are received by the Electoral Registration Officer on or before June 28 will be included in the draft voter list.

This is part of the third round of SIRs, which will be conducted sequentially in 16 states and three union territories — Delhi, Odisha, Mizoram, Sikkim, Manipur, Uttarakhand, Andhra Pradesh, Arunachal Pradesh, Haryana, Chandigarh, Telangana, Punjab, Karnataka, Karnataka, Merghand Tripura, Dadra and Nagar Haveli and Daman and Diu — which have a combined voter base of 36.73 millions.

When the Election Commission of India (ECI) announced the third round of SIR on May 14, it said the enumeration phase would begin in Odisha, Mizoram, Sikkim and Manipur on May 30 and continue till June 28. Voters who are unable to submit their enumeration forms by this date can apply via Form 6 – during declaration – meant for objections, inclusion of prescribed new voter forms.

Role of BLO

During the enumeration phase, Booth Level Officers (BLOs) will conduct house-to-house visits and provide enumeration forms to all existing voters who can then submit the filled forms either through BLOs or online. To ensure maximum coverage, the BLO visits each household to distribute, collect and verify the forms.

During door-to-door counting, BLOs must carry at least 30 blank copies of Form 6 along with blank declaration forms to supply to anyone who wants to register as a new voter.

To increase the involvement of political parties, ECI has allowed Booth Level Agents (BLAs) of recognized political parties to collect up to 50 forms per day from the public and forward them to the BLO before the proposals are released. National and state-recognised political parties can appoint more BLAs to assist BLOs in conducting the SIR process smoothly and efficiently, the ECI said.

“The main objective of the Special Intensive Review (SIR) is – no eligible citizen is left out while no ineligible person is included in the electoral roll. Every person who is a citizen of India and who is not below the age of eighteen years on the date of qualification and is not otherwise disqualified under any law is entitled to be included in the electoral roll,” the ECI said on Sunday, May 26, 300.

In this phase of the exercise, SIR will cover the entire country except Himachal Pradesh, Jammu and Kashmir and Ladakh. The SIR schedule for these states and UTs will be announced later after considering the completion of census and due consideration of upstream weather or snow bearing areas, ECI said.

The exercise has already been completed in Bihar, West Bengal, Tamil Nadu, Kerala, Puducherry, Uttar Pradesh, Rajasthan, Madhya Pradesh, Gujarat, Chhattisgarh, Goa, Andaman and Nicobar Islands and Lakshadweep. In Assam, because of the National Register of Citizens (NRC) laws, a “special revision” was done instead of SIR.
