Kerala SHRC directs RDO probe into amusement park ride collapse
The Kerala State Human Rights Commission (KSHRC) has ordered the District Collector of Thiruvananthapuram to initiate an inquiry by the Revenue Divisional Officer (RDO) into the collapse of the Happy Land amusement park ride in the city on May 28, which left 14 injured.
Taking suo motu action based on news reports, commission chairman Alexander Thomas said a notice should be issued to the park management, panchayat secretary and station officer concerned and a site visit must be made and a detailed report prepared.
The reasons for the accident, whether the park has been licensed by the panchayat, details of the injured, steps taken to prevent recurrence of such accidents and whether the pool in the park can be used should be investigated.
Based on the RDO report, the District Collector should submit a detailed report to the commission within three weeks.
The commission directed the secretary of the Manikkal grama panchayat to clarify whether the ride that collapsed was approved before the panchayat issued the park’s license. Actions taken after the accident should also be communicated within three weeks.
The commission also directed the District Superintendent of Police (Rural) to initiate a Deputy Inspector General of Police inquiry into the incident and submit a report.
Representatives of the district collector and district superintendent of police (rural) and the secretary of Manikkal grama panchayat are expected to attend the meeting at the commission headquarters at 10 am on July 4.
