Bengaluru Development Minister Krishna Byre Gowda on Monday (November 2) directed officials to completely digitize the Transferable Development Rights (TDR) system, bringing the entire process under a single online platform. The system will cover the entire process from application and verification to certificate issuance and subsequent transactions.
Mr Gowda was addressing officials of Greater Bengaluru Development Authority (GBDA) at Vikas Soudha. Digitization has been planned to make the TDR acquisition process more transparent and reduce delays and facilitate faster land acquisition for road widening and other infrastructure projects.
The minister said road widening and construction of new roads are essential to find long-term solutions to the growing traffic congestion in Bengaluru. However, for landowners, compensation was provided through TDR, while procedural delays in the system affected the effectiveness of TDR in facilitating land acquisition.
Mr. Gowda pointed out that the existing TDR mechanism continues to depend largely on physical files. Meanwhile, the absence of appropriate monitoring and transparency mechanisms has led to public discontent and undermined confidence in the system.
The proposed digital platform will cover the entire life cycle of TDR, including recording of road and asset details, verification at various stages, inspection and issuance of certificates. The purchase and sale of TDR certificates and their final use will take place under the online system.
The minister said the platform will enable property owners and applicants to track the progress of their applications. According to him, this move will end the need for repeated visits to government offices or dependence on middlemen.
