Naidu ordered Zero FIR mechanism to curb cyber crime
Chief Minister N. Chandrababu Naidu on Friday directed officials to introduce Zero FIR mechanism to effectively curb cyber crimes in the state.
He said complaints received through the proposed cyber war room should immediately lead to registration of zero FIRs so that banks can be alerted during the “golden hour”, which will help prevent fraudulent transfers from victims’ accounts.
While reviewing cyber crime prevention measures, Mr Naidu stressed the need for stronger coordination with banks to fight cyber fraud and wider public awareness campaigns with a special focus on the growing threat of digital arrests.
He suggested that cyber patrols should be conducted on the lines of conventional police patrols so that citizens do not become victims of cyber criminals.
Director General of Police Harish Kumar Gupta gave a presentation on the proposed ‘AP Cyber Guard’ initiative, which is designed around a six-pillar response system to combat various forms of cyber crime. The pillars include a cyber war room, a call center connected to the 1930 toll-free helpline, integration of technology and artificial intelligence, capacity building, a three-tier architecture and public awareness programs.
A cyber warfare room is being set up at Prabhala Tech Park in Mangalagiri where a building has already been identified. It will include 11 specialized divisions, including emergency response, cyber threat intelligence and analysis, cyber security operations, cyber awareness training and research, compliance and policy, and district coordination. The facility is expected to be operational within the next 30 days.
The Cyber Helpline 1930 and its dashboard will be integrated with the National Cyber Crime Reporting Portal. The police department is also working with RBI and leading banks to implement MuleHunter.AI for better detection of cyber fraud. Teams from AP CID and AP Technology Services recently visited India’s Cyber Crime Coordination Center in New Delhi to study its systems and best practices.
Infrastructure projects
After reviewing the infrastructure projects and functioning of APSRTC, Mr. Naidu directed officials to take steps to ensure timely completion of ports, airports and other key projects. He asked them to prioritize the development of Mulapeta, Ramayapatnam and Machilipatnam ports.
He also called for concerted efforts to purchase electric buses and optimal utilization of APSRTC assets to strengthen the company.
