The Congress-led INDIA bloc plans to hold a rally at Delhi’s Ramlila Maidan on Sunday (November 1, 2026) to demand the resignation of Chief Election Commissioner Gyanesh Kumar.

On 17 October 2026, the Delhi Police gave its consent and issued a No-Consent Certificate (NOC) for the protest rally, but with certain conditions. This was reported by The Hindu and news agency ANI. It also ordered that prior permission from the Land Office is required to hold the rally.

Speaking to The Hindu, Deputy Commissioner of Police (Central) Rohit Rajbir Singh said the Congress party had sought permission only for the rally at Ramlila Maidan on November 1, which was granted subject to several conditions. Ramlila Maidan is one of the three designated protest sites in Delhi after Jantar Mantar was de-notified.

What are the conditions for the assembly of Congress?

  • The rally must end by 17:00 on November 1 and the distribution of participants must begin immediately, as the permit is only from 10:00 to 17:00.

  • Overnight stay before and after the rally at Ramlila Maidan is prohibited

  • Adequate security measures must be in place, including installation of HD CCTV cameras at strategic locations (entrances and exits, stage, surrounding areas and seating enclosures)

  • Security measures must include recording equipment, monitoring systems with at least five screens and a dedicated CCTV control room.

  • The list of invitees and volunteers, the minute-by-minute program and the list of the number of buses with their registration numbers must be provided by the organizer.

  • Sufficient water and washrooms must be provided, with separate facilities for female participants.

  • No march will be allowed to any place outside Ramlila Maidan.

  • Sufficient volunteers must be deployed and all must wear the same clothing or common identification badges to facilitate the smooth running of the rally.

  • Buses, cars, tempos and other vehicles must be parked in designated areas as directed by the traffic unit

  • The assembly must remain peaceful and no unruly, noisy or radical behavior is permitted

  • The organizers must fully cooperate with the police department and follow the instructions of the Deputy Commissioner of Police, SHO of Kamla Market or senior police officers on duty.

  • No speaker shall make remarks relating to caste, creed or color which may disturb public harmony, peace and tranquillity. In the event of such a speech, it is necessary to immediately turn off the radio and remove the speaker from the podium.

Any breach of the terms may result in legal action or cancellation of the permit as stated in the permit letter.

The planned rally is part of a series of protests by the Congress and other opposition parties demanding CEC Kumar’s resignation over the Special Intensive Review (SIR) and alleged electoral irregularities. The INDIA bloc has also scheduled “public indictments” of Mr Kumar at Congress President Mallikarjun Kharge’s official residence in New Delhi on October 30, ahead of their November 1 rally.
