Union cabinet clears ₹ 29,267 crore for container manufacturing, sports goods | Today’s news
New Delhi: The Union Cabinet has approved ₹29,267 crore in new schemes to expand domestic manufacturing of shipping containers and sporting goods and strengthen rural local governments as the government seeks to build industrial capacity and improve resource allocation at the grassroots level.
The cabinet also approved a 3% hike in the Dearness Allowance (DA) for central government employees and relief (DR) for pensioners ahead of the holidays, which means an outlay of ₹10,016 crore from the exchequer, Information and Broadcasting Minister Ashwini Vaishnaw said at a briefing on Wednesday. He called the increase “a Diwali gift from Prime Minister Narendra Modi”.
The three programs focus on different priorities: reducing dependence on imported containers, strengthening India’s sporting goods manufacturing base, and training elected panchayat representatives to plan and use resources more effectively.

It is a ₹10,000 crore Union government program to expand container manufacturing in India, reduce import dependency and build a globally competitive domestic industry. It supports both new production units and expansion of existing capacity.
The program provides a 3% interest subsidy on loans for new or expanded production units as well as operating expense assistance for eligible locally manufactured containers. It also includes support for testing and certification.
The scheme aims to give India a 15-20% share of the global container manufacturing market over the next 13 years. It is also expected to increase annual production capacity almost tenfold to 7.5 million TEU.
Manufacturers must source at least 70% of their products locally by FY32. The requirement increases to 90% from FY33.
Container manufacturing is highly concentrated globally, while Indian exporters face supply constraints. The program aims to reduce dependence on imports, strengthen supply chain resilience and help India gain a greater share of global production.
The ₹The Rs 10,000-crore container manufacturing scheme aims to give India a 15-20% share of the global market over the next 13 years, Vaishnaw said.
The program will offer manufacturers cheaper financing through a 3% interest subsidy for setting up plants, along with concessional rates for leasing land owned by the ports. It sets it apart ₹8,891 crore, nearly 90% of the total expenditure, to support operational expenditure (opex).
Support will do ₹49,500 for a 20-foot container, ₹86,625 for a 40-foot container and ₹37,125-74,250 for a specialized 20-foot container, according to Vaishnaw’s presentation.

The regime comes as Indian exporters face supply constraints. The Mint reported on April 7 that fresh fruit exporters were facing container shortages as a result of the war in West Asia.
China currently controls approximately 90% of the world’s container manufacturing capacity. “India’s annual need for containers is around 70,000 twenty-foot equivalent units (TEUs) and the scheme aims to capture a 15-20% share of global production for India,” Vaishnaw said.
Manufacturers will have to source at least 70% of their products locally by FY32. The localization requirement will increase to 90% from FY33, according to the Cabinet presentation.
Pressure on the production of sporting goods
The ₹1,856 crore sports goods manufacturing scheme will boost the existing manufacturing centers in Jalandhar, Meerut and Ludhiana while creating four new centers anchored by major investments, Vaishnaw said. It also aims to integrate Indian manufacturers more closely into global value chains.
The scheme will run for eight years, from FY27 to FY34, and will provide four integrated sports goods management zones, each covering an area of more than 300 acres, according to a government statement.
Anchoring investors committing more than ₹$100 million to these zones will be eligible for central government support covering 20% of their capital expenditure. Companies investing more than ₹10 crore will be eligible for a 15% turnover-linked incentive, according to a cabinet presentation.
“The sports goods manufacturers are mostly small and medium enterprises and operate in large clusters in Meerut, Jalandhar and Ludhiana. The new clusters will be decided in consultation with the state governments,” Vaishnaw said.
The scheme will cover sports goods but will exclude sportswear, Vaishnaw clarified. Manufacturers will also get support for product certification to global standards, research and development and promotion of Indian products in overseas markets.

The push comes as manufacturers struggle with rising input and energy costs. Mint reported on May 11 that Indian sporting goods manufacturers are facing pressure from higher commodity and energy prices due to the war in West Asia.
According to Niti Aayog estimates, India produces sports goods worth $183 million annually and exports goods worth $2 billion.
Of the $2 billion in exports, sports equipment accounts for $275 million, giving India a 0.5% share of the global market. China remains the dominant exporter with a 40-50% global share, while the US, Taiwan, Germany and Vietnam also hold significant positions, Niti Aayog said in its March 2026 report, Realizing the Export Potential of India’s Sports Equipment Manufacturing Sector.
About half of India’s sporting goods production is exported. Export values are often higher because products undergo value-adding, branding and packaging before shipping. The term “sporting goods” includes both sports clothing and equipment used in various games.
Training of panchayat leaders
The ₹7,395 crore PM Viksit Gram Swaraj Yojana will run for five years and will target elected panchayat officials and local self-government bodies to improve planning and utilization of resources.
Vaishnaw said the scheme will build capacity in rural local governments by training elected representatives and policy makers through government tools such as the Integrated Government Online Training (iGOT) platform. The aim is to improve resource allocation and enable more targeted policy planning.

He described the Gram Swaraj Yojana as a policy shift where the central government adopted a more accommodating approach to panchayats rather than the prescriptive approach towards rural local bodies in the past.
