The High Court in Delhi on Friday (June 6, 2025) abolished the appointment of Vaidya Jayant Yeshwant Deopujari as chairman of the National Commission for the Indian Medicine system and decided not to meet the qualification prescribed for appointment.
The court approved an order for two petitions filed by Prakash Tyagi, former president of the former Central Council for Indian Medicine, and Dr. Raghunandan Sharma, who challenged the appointment of Mr. Dopujari as chairman of the Commission (NCismC).
The Ministry of Personnel, Public Complaints and Pensions was issued by the circle on June 9, 2021 and appointed Mr. Dopujari as chairman of the commission.
The petitioners argued that Mr. Dopujari could not be appointed chairman of the commission because he has no postgraduate title, authorized by the National Commission for the Indian Medicine System, 2020 (NCism Act).
The court ruled that Mr. Dopujari had the title of PhD, while the required title was MD or any other equivalent master’s degree in any discipline of the Indian medical system.
The PhD title, which was awarded him by Pune University, did not assume gaining lower qualifications (Master’s title in Ayurveda), he said.

“We have no hesitation to believe that the term” postgraduate degree “that occurs in section 4 (2) of the NCism Act, 2020, in the context that was used would mean a master’s degree (MD) in any discipline of the Indian medicine system.
Mr. Tyagi said that the Commission is a management body for all matters concerning the education and regulation of Indian medicine in the country.
“Therefore, the interests of a large number of people/students/students/Indian doctors will therefore be unfavorable and seriously influenced unless an unfit person can continue as the chairman of such a critical legal body,” he added.
The court noted that the attorney representing the commission stated in the court that the process of the selection and appointment of the chairman of the Commission initiated.
“In accordance with this, we will order that the process will be completed with the expedition, and in this judgment they will be made in this judgment,” the court added.
