Amid controversy over errors found in electoral rolls released after Special Intensive Revision (SIR), Uttar Pradesh Chief Electoral Officer (CEO) on Sunday (October 25, 2026) ordered a re-verification of all entries made by computer operators since the publication of final electoral rolls after the SIR, which will manage only digital applications of the Boo office on April 10. (BLO) and not by external computer operators.

“Submission of physical applications should under no circumstances be tampered with by computer assistants. It must also be ensured that all physical forms received are digitized exclusively by the BLO through the BLO application. The Electoral Registration Officers (EROs) must check all outstanding Form-6, Form-7 and Form-8 applications on a daily basis and ensure their speedy disposal strictly as per the rules.”

The measures were announced at a virtual meeting convened to review preparations for the Special Summary Revision (SSR) of Electoral Rolls for constituencies on Saturday (October 24, 2026), with all Divisional Commissioners, District Electoral Officers (DEOs), Electoral Registration Officers (EROs), Assistant Electoral Registration Officers (AEROs) and Computer Assistants (AEROs).

Claims of Congress

On October 21, Uttar Pradesh Congress leaders alleged that details of 13,150 voters were changed while their EPIC and roll numbers remained the same in Pilibhit constituency. They said the changes were made between July and September after the final lists were published on April 10. Congress also claimed that 804 residents were removed and about 2,600 non-residents were added, bringing the total to 16,554 irregular entries. Reports of duplicate entries in voter lists also appeared in other parts of the state.

The director general expressed displeasure over the delay of district election officers of Bulandshahr, Sitapur, Ghaziabad and Aligarh in submitting reports regarding complaints of duplicate voters circulating on social media and directions were issued to submit the reports at the earliest.

All officials have been strictly instructed not to disclose their ERONET Login ID and Password to anyone and to carry out mandatory verification of all entries in Forms 6, 7 and 8 filed by computer assistants from the closure of SIR (10th April 2026) till date.

Warned of action

All officials involved were also notified of the procedure under Section 32 of the Representation of the People Act 1950, which relates to breach of official duty in connection with the preparation of electoral rolls.

If the ERO, AERO or another person obliged to perform an official duty without a reasonable reason commits an act or omission that violates this duty, he or she is liable to a prison sentence of at least three months to two years and a monetary penalty according to the law.

The statement further said that since the Divisional Commissioners are entrusted with the duties as roll observers, “it is their responsibility to ensure intensive supervision of the processing of electoral rolls in the respective constituencies under their division. In case of any laxity found in this work, action will be initiated against the officials concerned”.
