Who is IPS officer Aditya Kumar? Fake Chief Justice Case Explained, CAT Decision, DIG Suspension & Promotion | Today’s news

The Central Administrative Tribunal (CAT) has refused to quash the disciplinary proceedings against Bihar IPS officer Aditya Kumar, who is accused of being involved in an alleged conspiracy to impersonate the former Patna High Court chief justice to influence senior police officials.

In its order dated October 13, 2026, a bench comprising Judicial Member Justice Narendra Kumar Johari and Administrative Member Kumar Rajesh Chandra dismissed Kumar’s challenge against the charge memo issued by the Bihar government in March 2025, the Bar and Bench said.

The tribunal ruled that pending criminal proceedings did not prevent the government from independently investigating alleged wrongdoing through departmental action. He also rejected Kumar’s contention that the proceedings were initiated in bad faith after the orders extending his suspension were declared invalid on procedural grounds.

The CAT, however, directed the state government to try to conclude the investigation within six months while giving Kumar a fair opportunity to present his defence.

Who is IPS officer Aditya Kumar?

Aditya Kumar is a 2011 batch Bihar cadre IPS officer born on 20 January 1983 in Uttar Pradesh. He joined IPS through direct recruitment in December 2011.

He served as Assistant Inspector General (Railway) in Patna from 2019 to 2020 before becoming Senior Superintendent of Police (SSP) in Gaya from 2021-2022.

His tenure in Gaya became the subject of a separate ministerial inquiry into the handling of the liquor seizure case and the supervision of subordinate police personnel.

What is the alleged case of the fake chief justice?

The Bihar Economic Offenses Branch registered an FIR in October 2022 regarding the alleged impersonation of the then Chief Justice of the Patna High Court.

According to investigators, Abhishek Agarwal allegedly created a WhatsApp profile using the photograph of then Chief Justice Sanjay Karol and contacted senior police officials, including then Bihar Director General of Police SK Singhal, to seek favorable administrative decisions regarding Kumar.

Kumar was suspended on 18 October 2022. He surrendered to the criminal court in December 2023 and secured bail in April 2024. The charges remain sub judice and the latest CAT order does not prove his criminal guilt.

Separate department case closed; DIG support in the spotlight

In March 2025, the CAT declared the extension of Kumar’s suspension beyond 17 October 2023 invalid on procedural grounds. The ruling concerned the legality of the suspension extension, not the underlying charges.

Separately, the Bihar Home Department issued a resolution on 16 October 2026 closing the department’s proceedings on allegations from Kumar’s tenure as Gaya SSP. The decision followed the CAT’s August 11 ruling on that inquiry.

Kumar’s promotion as Deputy Inspector General (DIG) also came into limelight. However, the closure of one departmental case does not automatically cancel the separate disciplinary proceedings associated with the case of alleged imitation.

His prospects of promotion will depend on the applicable service rules, eligibility requirements and status of relevant proceedings. The CAT’s latest order allows the investigation to continue without deciding whether the allegations are true.
