After a smooth transition, the new Karnataka CM has a delicate task ahead of him

Despite intense Congress power struggles in Karnataka over the last three years, the party high command appears to have managed a smooth transition of power to ensure political stability, with Deputy Chief Minister DK Shivakumar poised to succeed outgoing Chief Minister Siddaramaiah.
One of the biggest challenges before the new chief minister would be balancing his relationship with Mr. Siddaramaiah’s loyal and supportive base in the Congress. Mr Siddaramaiah has already indicated that he will remain active in politics and remain in Karnataka, raising the possibility of an alternative power center around him if his supporters feel sidelined under the new leadership.
The outgoing CM’s shadow
The outgoing chief minister is also expected to play a significant role in deciding the composition of the next state cabinet and appointing the new president of the Karnataka Pradesh Congress Committee (KPCC).
The immediate challenge for Mr Shivakumar would be to form a new cabinet and allocate key ministerial portfolios without creating resentment among senior leaders, especially those associated with Mr Siddaramaiah. With the next parliamentary election barely two years away, finding the right balance between youth and experience in the cabinet will be crucial.
Ensuring regional and caste balance in cabinet formation and other appointments is expected to be another major challenge given the large number of candidates in the party. Several legislators who have won 3 to 4 consecutive terms are already lobbying for ministerial berths and are learned to have submitted statements to the party high command.
Often seen as the leader preferred by the Congress high command, Mr Shivakumar will also need to build a stronger relationship with party legislators to maintain cohesion between the government and the organisation.
Race for the top spot in Karnataka: Timeline
Political observers say the new chief minister would have to adopt a hands-on leadership style to retain the support of lawmakers, whose cooperation would be crucial during assembly sessions and governance.
Karnataka also faces several inter-state disputes, particularly over water sharing issues. Mr. Shivakumar’s political acumen, who has so far held the water resources portfolio, and leadership will be thoroughly tested in such controversies.
AHINDA Support Base
Mr Shivakumar, who belongs to the dominant Vokkaliga community in the Old Mysore region, will also have to ensure that the Congress preserves the AHINDA social coalition – comprising minorities, backward classes and Dalits – carefully cultivated by Mr Siddaramaiah over the past two decades.
AHINDA’s support base has traditionally formed the backbone of the Congress’ electoral strategy in Karnataka and is seen as critical to securing a substantial vote share for the party. Preserving this social coalition and maintaining internal unity will be crucial for the Congress as it prepares for the 2028 parliamentary elections.
The RS elections are ahead of us
The immediate political challenge before the new chief minister would be to ensure a smooth victory for Congress candidates in the Rajya Sabha elections and the Legislative Council polls scheduled for June 18. Formulating strategies to ensure victory in the upcoming elections to civic bodies, including five corporations in Bengaluru city and other local bodies across the state, would also require urgent attention.
Key governance challenges would include taking a decision on the controversial socio-economic survey (caste census), effective implementation of five guarantee schemes of the Congress government, revival of development works that have slowed down due to fiscal stress and maintaining community harmony in the state. All these factors are expected to shape the early phase of Mr. Shivakumar’s tenure as Chief Minister.
