Photos, videos of details of modifications of vehicles involved in the accident must be uploaded on the portal: Kerala HC

The Kerala High Court recently directed the Keralam Transport Commissioner to ensure that details of vehicle modifications involved in accidents, including photographs and videos, are uploaded on the e-Detailed Accidents Report portal.

A division bench of Anil K. Narendran and S. Muralee Krishna said the inspector concerned should upload the details, including any violation of safety norms, for which he can be punished under the Motor Vehicles Act.

In addition, the court noted that the details recorded of the modification of the vehicle involved in the accident should include any unauthorized changes made to increase engine power, performance and modification of the original braking system.

The Transport Commissioner informed the court of a technical glitch where photos uploaded to the portal could be viewed online but did not appear on the printed hard copy report. It was formally communicated to the National Information Center, which was joined by the court as a party to the case.

The notice included a request to incorporate a photo upload facility into the VAHAN portal for regional and sub-regional transport authorities following previous court directives, the commissioner said.

The court discussed a suo motu proposal to monitor unauthorized vehicle modifications and traffic accidents resulting from them.
