A committee headed by former IAS officer Sudha Pillai, which examined the existing framework of the Kerala Infrastructure Investment Fund Board (KIIFB) and proposed a “comprehensive restructuring plan”, submitted its report to the state government.
The report, which was discussed at the weekly cabinet meeting on Wednesday, will be presented to the state legislature on Thursday.
The panel’s terms of reference included recommending measures to restructure KIIFB, redistribute its institutional capacities within the government and determine future procedures regarding subsidiary or spin-off entities established by KIIFB.
In July, the finance ministry noted that the government had decided to conduct a comprehensive review of KIIFB’s institutional, financial, governance and operational framework to “enhance its long-term sustainability, improve governance standards and strengthen its capacity to support state infrastructure development”.
The panelists included Shyam Srinivasan, former managing director and managing director of Federal Bank; Nilesh Vikamsey, Past Chairman, Association of Chartered Accountants of India and Partner, KKC and Associates; retired IAS officer H. Shubhalakshmi Narayanan, former director of the Board of Control of the Comptroller and Auditor General of India; and former IAS officer Tarun Bajaj, former revenue minister, Government of India.
