Mizoram wants to be the first state to complete the 2027 census

Mizoram aims to become the first state to complete Census 2027, with the state government ramping up preparations for the population census exercise, officials said on Saturday (Oct 10, 2026).
Chief Secretary Khilli Ram Meena chaired a state-level conference here to review preparations for the second phase of the census, including training and field arrangements.
Emphasizing the need to ensure accuracy and thoroughness, Mr. Meena noted that census data will play a key role in policy making and achieving the national vision of Viksit Bharat 2047.
He said the second phase would require more effort than the first and urged officials to work with determination to ensure its timely completion.
He also urged them to make Mizoram the first state to complete the exercise, a target set by the state during the first phase as well.

All the 16 scheduled castes in Mizoram will be enumerated and refugees residing in the state will also be included in the enumeration, officials said.
According to them, the inclusion of refugees would not confer Indian citizenship.
Officials also said that people who do not wish to share their Aadhaar numbers must not be forced to do so.
Those excluded from the Special Intensive Revision (SIR) of the electoral rolls for any reason will be included in the census, they added.
Training for Master Trainers, Field Trainers, Enumerators and Supervisors is due to be completed in November. Each enumerator is expected to cover around 800 persons.
The Center has allocated ₹19.19 crore to Mizoram for conducting the second phase of Census 2027, officials said.
