Exchequer burden of ₹3,057 crore

The two installments of DA at 3.64% and 2.73% with effect from January 1, 2024 are expected to create an additional burden of around ₹ 3,057 crore — ₹ 1,747 crore at 3.64% and ₹ 1,310 crore at 2.73% per annum — per annum The burden is in addition to the DA installments to be released for employees drawing UGC/AICTE scales, Zilla employees and Mandal Parishad, employees working in Urban Local Bodies (ULBs) drawing pay in regular scale and also employees in other categories like full-time employees.

The payment marks a partial release of 15.43% DA installments pending since the previous Bharat Rashtra Samithi (BRS) government. The dismissal follows the assurance given by Chief Minister A. Revanth Reddy to the employee unions during his recent meeting with them. According to Finance Department Principal Secretary Sandeep Kumar Sultania, the DA at the revised rates would be paid with October salary due on November 1 and DA release arrears would be credited to employees’ GPF accounts.

In case of employees scheduled to retire on or before January 31 next year, the DA arrears will be drawn and paid in 33 equal monthly installments as they have been exempted from any GPF subscription during the last four months of service. For employees under CPS, 10% of DA arrears from January 2024 to September 2026 would be credited to PRAN accounts along with the government share. The remaining 90% of the arrears would be paid in 33 equal monthly installments starting November 1.

The government also announced the release of relief for pensioners effective from October pension payable on 1 November. The arrears of the revised pensioner relief will be paid in 33 equal monthly installments.
