Can Pargat Singh Congress Bridge Punjab’s Factional Divide | Explained

Story so far: The Congress party, embroiled in internal conflict ahead of the Punjab Assembly elections in early 2027, has finally ended months of uncertainty over the position of the Punjab Congress chief by appointing Congress MLA Pargat Singh as the new president of the Punjab Pradesh Congress Committee.
Mr Singh, a former minister and captain of the Indian men’s hockey team, was given the new responsibility after Congress leader Amarinder Singh Raja Warring formally tendered his resignation as PPCC president to former party national president Rahul Gandhi. Mr Warring has been President of the State since 22 April 2022.
The power struggle, particularly between former chief minister Charanjit Singh Channi and Punjab Pradesh Congress Committee president Amarinder Singh Raja Warring, has been on public display for months. To curb this internal turmoil, the party’s central leadership last month replaced the previous Punjab chief, Bhupesh Baghel, with Sachin Pilot, who succumbed to pressure from disgruntled leaders. And now Raja Warring has also been removed from his post in an apparent attempt to appease a disgruntled bunch of leaders.
In July of this year, the reorganization of the PPCC sparked internal unrest within the state unit. While Mr. Warring was retained as PPCC president, Mr. Channi was tasked with heading the election campaign committee ahead of the 2027 assembly polls. Mr. Channi, along with several other leaders, was said to be unhappy with the way the unit was being restructured. Disgruntled leaders and their supporters demanded Mr Warring’s removal as PPCC boss, exposing the state unit’s factional divisions.
Balancing
The All India Congress Committee’s decision to appoint Mr. Singh as Punjab chief is seen as a move to curb ongoing power struggles in the Congress party’s Punjab unit. Party sources said Mr Singh’s appointment was largely motivated by his clean, non-controversial image, which made him an acceptable choice across factions. By choosing him, the party seems to have struck a balance and hoped to bridge the gap between the two hostile camps.
The Congress Party, the main opposition in Punjab, was seen as a key challenger to the ruling Aam Aadmi Party (AAP) in the upcoming assembly elections. However, amid the ongoing power struggle in the party, her position appears to be eroding.
The Congress’ internal discontent first surfaced in public last year when Mr Channi, who was the Congress’ chief ministerial face in the 2022 Assembly polls in which the party suffered a crushing defeat, called for “more representation of Dalits” in the party, claiming that “Dalits are not getting proper representation”. The remark, coming from one of the Congress’ most prominent Dalit leaders, exposed simmering divisions within the party ranks.
Calm down for the exam
While the Congress central leadership hopes that the internal turmoil in the party’s Punjab unit will subside with the new president, that calm is likely to be tested in the coming days. The outgoing president, Mr. Warring, declared himself ready to serve the party wherever needed; it would be interesting to see how his supporters would react.
Over the last four-and-a-half years, Mr Warring has been instrumental in creating cabinet-level leadership, and after his ouster, a key question remains whether the new president would be able to forge grassroots connections with the Assembly elections just months away. While other political parties have already campaigned aggressively, the Congress has been mired in internal party bickering for the past few months. The real concern for the new president would be his ability to maintain the party’s organizational strength and reach with voters at such a critical time.
The infighting has clearly put the state’s main opposition party on the back foot and changed the dynamics of the upcoming political cycle, at least for now. The ruling Aam Aadmi Party (AAP) is fighting the anti-incumbency factor and political observers believe it will make the most of the Congress crisis as people who are unhappy with AAP and looked at Congress as an alternative may return to AAP instead.
