The state will become the first customer for 100 start-ups under the “Government First” initiative.

The Karnataka ‘Government First’ initiative is being implemented to provide start-ups with opportunities to develop solutions for the requirements of government departments, test and evaluate their products and technologies in a real government environment and enable successful solutions to be considered for government contracts, said Priyank Kharge, Minister for Home Affairs, Information Technology, Biotechnology and e-Governance, here on Wednesday (September 30).

The initiative, which is being implemented as part of the Elevate program under the Karnataka Startup Policy 2025-30, has been approved by the state government. It aims to support up to 100 startups over a three-year period with a total allocation of ₹25 crore.

According to the minister, the key goal of the initiative is to create early market opportunities for start-ups developing new technologies and innovative solutions. Rather than acting only as a buyer, the government is establishing a system where it can become an early adopter of innovative solutions and a partner in fostering innovation, the report said.

The initiative includes a range of technology-based services and solutions, including information technology, artificial intelligence, data analytics, consultancy, design and transport systems.

Start-ups who want to be a part of this scheme can work on solving problems identified by various ministries. They can also think proactively and come up with innovative solutions to support the government.

Eligible startups will receive support of up to ₹25,000 for pilot deployment and evaluation. Of the total grant of ₹25 crore, 95% (amounting to ₹23.75 crore) was allocated to support startups, while 5% (amounting to ₹1.25 crore) was allocated for administrative expenses.
