MLA B. Shivanna appointed KSPCB chairman, says lake, control of air pollution among priorities

Congress MLA for Anekal B. Shivanna was appointed as the Chairman of the Karnataka State Pollution Control Board (KSPCB) for a three-year term, on 25 September.

Talking about his priorities after being appointed, Mr. Shivanna said that controlling pollution in lakes, reducing air pollution in Bengaluru, promoting the use of electric vehicles and strengthening solid waste management will be among his key areas.

“My priority will be to prevent lake pollution and take concrete measures to reduce air pollution in Bengaluru. We will promote greater use of electric vehicles and pay special attention to solid waste management, which is one of the major contributors to the city’s pollution and growing garbage crisis. These issues require targeted and effective measures and I will strive to address them during my tenure,” said Mr. Shivanna.

But his appointment comes amid renewed questions about the eligibility and selection of political figures to head pollution control boards. Environmental activists argue that the chairman of the State Pollution Control Board must have special knowledge or practical experience in environmental protection matters or knowledge and experience in managing environmental protection institutions.

Eligibility Criteria Questions

Environmental and social activist R. Anjaneya Reddy, who recently submitted an affidavit to the state chief secretary seeking compliance with the legal requirements governing the appointment, challenged the appointment of the MLA to the post.

“The appointment of an MLA as chairman of the KSPCB raises serious questions as to whether the prescribed eligibility and selection criteria were followed. The Supreme Court has laid down requirements regarding qualifications, specialized knowledge and practical experience for such appointments. We have already raised these concerns with the government and pointed out that there are several scientists and environmentalists who meet the eligibility criteria. Despite this, Mr. Red has now been notified of a political appointment through a legal matter.”

However, responding to questions about his eligibility, Mr. Shivanna said his academic background in zoology was relevant to environmental issues. “I have completed my master’s degree in zoology. I have studied environmental issues in depth and I believe that my academic background gives me knowledge about environmental matters,” he said.
