
Members of the community in the southern Texas, which served as the center of the missile company Elon Musk, SpaceX, voted on Saturday to formally establish a new city called Starbase and fulfill one of the long dreams of Mr. Musk.

“Cities are legally obliged to do very little,” said Alan Bororquez, lawyer in Austin, who specializes in helping Texans in the process of incorporating new municipalities.
Road maintenance is one of the most important practical problems and the region would no longer be treated. But as a village, Starbase would be eligible for state and federal grants, it would have some immunity before the courts and could also condemn property, said Mr. Bojorquez.
