No subsidized LPG refills for users who are yet to complete eKYC

Liquefied Petroleum Gas (LPG) households that are yet to complete Aadhaar or eKYC biometric verification will not be supplied with refills at subsidized Retail Selling Price (RSP) with immediate effect.

They need to complete the Biometric Aadhaar Authentication (BAA) process to continue availing the bottles at the subsidized RSP. Consumers who are unwilling or unable to complete the process will be supplied with replacement refills at market price without any explicit or implicit subsidy, the Ministry of Petroleum and Natural Gas told three public sector companies that deal in oil. However, he did not specify the market price.

As on September 14, when the deadline for eKYC ended, about 3.16 million domestic LPG consumers across the country have not completed BAA. And this despite the repeated extension of timelines. Explicit subsidy benefits like DBTL and targeted subsidies for such non-BAA consumers have already been stopped with effect from July 1. However, according to a September 17 ministry release shared by the Telangana LPG Distributors Association (TLDA), they continue to draw refills in the regulated RSP, which involves an implicit subsidy and an unavoidable burden on the state exchequer.

In this regard, the Ministry has approved two options for non-BAA consumers with immediate effect – to complete the verification process to continue using bottles in the regulated RSP, or to inform the concerned distributor in writing of their inability to do so and accept replacement refills at the market price.

The ministry has directed Indian Oil, BPCL and HPCL to block consumers who do not comply with the BAA. However, once they complete the BAA, consumers will be eligible to draw refills in a regulated RSP.

TLDA President Jagan Mohan Reddy said that the Association appeals to domestic LPG consumers to complete the BAA as soon as possible to avoid any disruption to their essential domestic LPG supply. There are an estimated 1.26 lakh domestic LPG connections in the state.

The BAA can be completed free of charge at the office of the relevant LPG distributor; at the time of cylinder delivery via a biometric hand-held device available from the delivery staff; or through OMC mobile applications and customer portals. Consumers are advised to keep their Aadhaar linked and updated and ensure that the mobile number registered with LPG connection is active to receive all OMC and OTP notifications.

TLDA said it fully supports the Indian government’s goal of ensuring 100% BAA of domestic LPG consumers as it is necessary for prudent use of public funds and for accurate targeting of subsidies to those who deserve it.
