US Names India, China, Pakistan Among Major Drug Transit and Illicit Drug Producing Countries | Today’s news
According to a presidential order submitted to Congress on September 15, the United States named India, China and Pakistan among the countries designated as “major drug transit countries or major illicit drug producing countries” for fiscal year 2027.
The designation includes 23 countries. The U.S. commitment makes it clear that listing does not necessarily mean the government is failing in the fight against drug trafficking. Countries may be included because geographic, commercial and economic conditions allow the production or transport of drugs or chemical precursors through their territory.
India included in US drug transit, production list
India is among the countries named in the FY2027 decision.
Specifically, the document says the US welcomes Prime Minister Narendra Modi and the Indian government’s efforts to address illegal opium poppy cultivation and strengthen the integrity of the supply chain.
Washington also said it looked forward to continued cooperation with India through the US-India Drug Policy Framework.
India’s inclusion therefore comes with the US administration’s recognition of its continued cooperation on counter-narcotics issues.
China has targeted chemical drug precursors
China also appears on the FY2027 list, with the US decision placing particular emphasis on the country’s role in supplying precursor chemicals used to make illicit synthetic drugs.
The document describes the People’s Republic of China as the world’s largest producer of many of the precursor chemicals used in the illicit production of fentanyl, methamphetamine and other synthetic drugs.
The Trump administration has said China needs to take additional measures, including scheduling additional chemical precursors and substances requested by the United States.
Pakistan among the identified countries
Pakistan is also included in the list of major drug transit or illicit drug producing countries for the fiscal year 2027.
However, unlike Afghanistan, Bolivia, Burma and Colombia, Pakistan is not designated as a country that has “demonstrably failed” to meet its international anti-drug obligations in the previous 12 months.
The decision separately identifies Afghanistan, Bolivia, Burma, and Colombia as countries that have demonstrably failed in their counter-narcotics efforts. The US also says that aid to Bolivia, Burma and Colombia is vital to its national interests.
What does the designation USA mean?
Placement on the list does not automatically mean that a country’s government is complicit or responsible for drug trafficking.
India, China and Pakistan were also included in the US FY2026 decision, indicating that their presence on the list is not new.
US draws attention to wider global drug threat
The FY2027 determination lists Afghanistan, Bahamas, Belize, Bolivia, Burma, China, Colombia, Costa Rica, Dominican Republic, Ecuador, El Salvador, Guatemala, Haiti, Honduras, India, Jamaica, Laos, Mexico, Nicaragua, Pakistan, Panama, Peru, and Venezuela.
Separately, the US has identified Afghanistan, Bolivia, Burma and Colombia as countries that have demonstrably failed to meet their anti-drug commitments in the past 12 months.
The decision also says the US will continue to work with countries to disrupt drug trafficking networks, supply of precursors and chemicals, and illicit drug production.
