KSPCA seeks common seniority for KSRP and IRB staff especially in Kalyana Karnataka

The Karnataka State Police Grievance Authority (KSPCA) has urged the state government to look into the promotion and transfer grievances of personnel serving in the Karnataka State Reserve Police (KSRP) and the Indian Reserve Battalion (IRB), especially those belonging to the Kalyana region of Karnataka.

In a letter to the additional chief secretary, KSPCA member Mohan Kumar Danappa pointed out that KSRP has 12 battalions, apart from two IRB units and two training schools. However, Kalyana Karnataka currently has only the 6th KSRP battalion at Kalaburagi and an IRB unit at Munirabad.

He said that a large number of employees from Kalyana Karnataka were recruited before the implementation of Article 371(J) and are now facing difficulties in securing promotions and transfers due to separate treatment of Kalyana Karnataka and non-Kalyana Karnataka cadres.

According to the KSPCA, personnel from non-Kalyana Karnataka cadre, despite being seven to eight years junior in service, were promoted, while senior personnel from Kalyana Karnataka were denied similar opportunities. This, he said, caused embarrassment and administrative difficulties when senior staff from Kalyana Karnataka had to work under their juniors.

The authority has sought common status at the state level for Kalyana Karnataka and non-Kalyana Karnataka personnel serving in KSRP and IRB units, enabling personnel from Kalyana Karnataka to seek transfer to other KSRP and IRB units across the state and become eligible for promotion on the basis of common seniority.

He said thousands of employees were already suffering due to the existing system and urged the government to look into the matter as per the applicable rules and take swift action to ensure justice for the affected employees and their families.
