25,000 applications received in Praja Seva Abhiyan in Karnataka

The state government has received over 25,000 applications for redressal of grievances in the Praja Seva Abhiyan launched by Chief Minister DK Shivakumar on September 5 at Kudliga in Vijayanagar district of Karnataka.

The Praja Seva department was launched to make the administration more responsive to the people and ensure that their grievances are addressed and government schemes are delivered on time.

Ministers would meet at the taluk headquarters on the first and third Saturdays of every month, while MLAs would hold similar meetings at hobli centres.

Karnataka Guarantee Schemes Authority Chairman Pushpa Amarnath said the initiative aims to bring government to the people.

According to data shared by the chief minister’s office, a total of 23,524 complaints were received and 2,258 applications registered, bringing the total to 25,782.

Complaints against the revenue department are the highest among the departments with 8,355, followed by the housing department (3,341), urban development department (3,836), rural development and Panchayat Raj department (3,167) and food and civil supplies department (1,344).

On September 5, Hunsur MLA GD Harish Gowda said the initiative would help bridge the gap between government departments and the public. “If panchayat development officers, village helpers and power line workers respond quickly to people’s complaints, almost 90% of their problems can be solved,” he said.

He stressed that requests received during the first meeting should be resolved at the next meeting. If any complaint could not be resolved, the officials concerned should give a valid reason, he added.

How Praja Seva Abhiyan will work

A calendar of events is being prepared to cover all talukas and hobli in three to four months and ex-members of zilla panchayats, taluk panchayats, other local bodies and other leaders will be invited for the meeting.

The Abhiyan will be notified locally to the people at least 15 days in advance with door-to-door distribution of cover sheets which will have the application format and list of documents required for verification. People can also file their grievances on 1902. Apart from this, online filing facilities will be set up at the places where the abhiyan will be held.

An AI-based call center will be set up to inform the public about the time, place and details of the minister or legislator who will preside over the abhiyan. People can track the status of their complaints online.

For this purpose, an integrated data-driven and paperless public grievance redressal system has been developed. Applications will be assessed every Wednesday at three levels. Unresolved requests or complaints will be automatically escalated to higher authorities.

One secretary was appointed to manage the district. The Secretary will visit the constituency on the first and third Fridays to check and supervise the preparation for the Janaseva Abhiyans to be held on the first and third Saturdays.

The Chief Minister will review the grievance redressal system and assess the overall progress of the districts.
