Bharatiya Janata Party (BJP) leader Samrat Choudhary was sworn in as Chief Minister on 15 April. This Friday (May 15, 2026) marks one month since that date.
During this period, Mr. Choudhary took several important steps in line with former Chief Minister Nitish Kumar’s policy of focusing on development and zero tolerance for corruption and crime.
A plan has been prepared for 11 satellite municipalities in 10 districts of Bihar. These townships will contain planned residential colonies, designated commercial areas, wide roads and green spaces with plantations along roads and in parks. This is considered to be one of Mr. Choudhary’s dream projects.
A proposal was also made to include Sasaram. The initiative aims to reduce pressure in cities, provide citizens with better facilities for life and support planned development.
The ‘Police Didi Scheme’ is a major initiative to increase the safety of women and female students while strengthening trust between the police and the society. The government decided to purchase 1,500 scooters for female police officers. “Didi Police” officers will be deployed near schools and colleges to curb harassment, teasing and crimes against women.
Launch of Sahyog Ki Triveni (three-tier system of public support) to strengthen good governance and ensure accountability of the government to the public, which includes Sahyog Helpline: 1100, Sahyog Portal: sahyog.bihar.gov.in and Sahyog Camps at the panchayat level.
These camps will be held on the first and third Tuesdays of every month to address complaints against block offices, police stations and revenue offices starting May 19. A 30-day deadline is set for resolving complaints registered on the portal. Failure to process a complaint within this period may lead to disciplinary proceedings, including the suspension of the official or employee concerned.
In its second cabinet meeting, the government took a decision in the field of education by approving ₹800 million to develop all district schools and one selected higher secondary school in each block into “model schools”. In addition, ₹104 crore (₹50,00,000 per college) was sanctioned for setting up new colleges in 208 blocks that currently have none, resulting in the creation of 9,152 new posts.
The government has also introduced measures to ensure transparency and accountability in private schools, such as mandatory disclosure of full fee structures; limiting arbitrary fee increases and unnecessary fees; and the freedom of parents to purchase books and uniforms from any vendor; students cannot be denied exams or results due to outstanding fees. Mr. Choudhary promised that strict action would be taken against institutions violating these guidelines.
Another important decision taken by his government is to amend the Bihar Public Works Code to give preference to state-level contractors for civil projects worth up to ₹50 crore. Going forward, contracts worth up to ₹ 50 crore will be awarded primarily to suppliers from Bihar, creating more employment and business opportunities for local people.
Along with this, a paperless electronic registration system for land and real estate registration was introduced to reduce corruption, save time and improve transparency. In addition, home registration services will be provided to citizens over the age of 80, so that the elderly will not have to visit government offices.
Apart from these initiatives, Mr. Choudhary took several other decisions and directed the police to maintain a zero-tolerance approach towards heinous crimes. In this context, cases of police encounters were also reported in Bihar.
