Karnataka has become the top state in the country in providing revenue and panchayat raj services by taking governance to the doorstep of people through digital platforms, Minister for Rural Development and Panchayat Raj and District In-charge Priyank Kharge said on Saturday.
At the commencement of large-scale distribution of revenue department benefits in Dr. SM Pandit Rangamandir in Kalaburagi Mr. Kharge said that the state government has ensured easier access to revenue services so that people do not have to visit government offices repeatedly.
He described the land rights initiative as the “sixth guarantee” of the state government after the implementation of its five flagship guarantee schemes.
“The Pahani title deeds and corrections and e-Pauti documents distributed today are not just pieces of paper. They represent dignity, economic security and legal ownership for poor families,” he said.
He noted that ownership records will help farmers and the economically weaker sections of society more easily benefit from bank loans, crop insurance and government subsidies.
Mr. Kharge said the revenue department had distributed benefits simultaneously to 1,14,337 beneficiaries in what he described as a “revenue revolution”.
He thanked Deputy Commissioner B. Fouzia Taranum and the entire revenue administration for achieving what he called a record level of service delivery during the last three years.
He said the long pending issues related to “darkhast podi” cases, some of which were pending for nearly four decades, have been resolved and house title deeds under Section 94C and 94CC have been issued.
Aadhaar-wise seeding of RTC records has also been done to prevent land grabbing and improve transparency in land administration, he added.
Highlighting the crop compensation and insurance measures, Mr. Kharge said the previous BJP government had sanctioned only ₹22 crore as flood relief for the district, while the Congress government had provided ₹2,590 crore compensation during the last three years.
He added that Kalaburagi district stands second in the country in the distribution of crop insurance compensation due to the coordinated efforts of the Departments of Revenue, Agriculture and Horticulture.
Program chairman Kalaburagi South MLA Allamaprabhu Patil said that 6,060 title deeds have been distributed in the district during the last three years, terming it as one of the biggest achievements in the history of the state.
He said Aadhaar linking has been completed in 76% of Pahani records, ensuring greater security and transparency in land records.
In her opening remarks, Deputy Commissioner B. Fouzia Taranum said 330 revenue villages out of 368 identified under the Revenue Village scheme have been officially notified and 6,060 digital title deeds distributed during the last three years.
She said that under the Bhoo Suraksha project, 23,447 Pahani corrections have been completed and 1.41 lakh pages of land records in 11 taluks have been digitised.
She added that 33,940 e-Pauti applications have been disposed of while survey and ground work has been completed in 453 villages.
About 85% progress has been made in Aadhaar seeding of land records and almost all government land has been geo-fenced under the Land Beat initiative to prevent encroachment, she said.
During the programme, several tahsildars were presented with certificates of appreciation for achievements in revenue village declaration, land conservation initiatives, disposal of e-Pauti and linkage of Pahani Aadhaar records.
