Prime Minister Narendra Modi on Thursday (April 2, 2026) emphasized the need for continuous updating of civil services to match the changing times and achieve the goal of ‘Viksit Bharat’.
In a video message at the launch of ‘Sadhana Saptah’, he said that the governance of the country should improve the daily life and quality of life of the citizens.
Mr Modi said the principle of governance in the country is based on the mantra ‘Nagrik Devo Bhavah’ (Citizens are like Gods). This collective-spirited mantra aims to make public services more capable and responsive to the needs of citizens, he added.
“When we talk about reforms and changes in administrative services, then one of the meanings of this is a change in the behavior of civil servants. We all know that in the old system the emphasis was more on the official, but today it is on the sense of duty,” said the prime minister.
PM Modi noted that the current efforts should be seen in the bigger canvas of ‘Viksit Bharat’ of 2047. “What will be the impact of our work (civil servants) on the development path of the country? How many lives of citizens can be changed by one of our decisions? How can our individual transformation become institutional transformation? This question should be part of our every effort.” Mr. Modi said that understanding technology and using it properly has become an essential part of public service.
“You will be a better administrator, a better civil servant, only if you understand technology and data. This will become the foundation of your decision-making, which is why work is being done to facilitate capacity building and continuous learning in AI,” the Prime Minister said.
Sadhana (Strengthening Adaptive Development and Human Capabilities for National Progress) Saptah, one of the largest collaborative capacity building efforts in the Indian civil service ecosystem, is being organized by the Capacity Building Commission (CBC) from April 2 to 8.
The Commission proposes frameworks, sets standards and promotes cooperation to make governance more transparent, accountable, citizen-focused and future-proof. He is the trustee of the Mission Karmayogi framework to drive civil service reforms through capacity building and competency-based learning.
