Bengaluru North City Commissioner Pommala Sunil Kumar presented the first annual budget of the corporation with a total expenditure of ₹ 4,342.20 crore, prioritizing infrastructure, health and environment. It is the second largest expenditure of all five corporations.
Since the corporation was projected to have the lowest property tax revenue base among the five corporations, it raised eyebrows to submit a budget with expenditures greater than the East Corporation, which was projected to be the wealthiest. Although the heavy expenditure is made possible by subsidies from the State and Union governments to the tune of ₹ 1,039.53 crore, the company’s own revenue accounts for three-fourths of the expenditure.
While the Bengaluru Brand Committee estimates the property tax collection potential at ₹ 540 crore based on the previous year’s collection, the company estimates it at ₹ 826.25 crore, which, including cesses and other related charges, comes up to ₹ 1,112.99 crore.
The company also estimates a whopping ₹680 crore from B-Khata to A-Khata conversion charges and ₹420 crore from Premium FAR. In an effort to curb unauthorized advertising and bending, the company decided to impose a fine of double the amount offered. To increase revenue, the company proposed on-street and off-street parking with an expected revenue of ₹6 crore.
Road widening and pedestrian facilities
Like the Eastern and Central Corporations, the Northern Corporation also wants to revive road widening projects. It has earmarked ₹17 crore for land acquisition for infrastructure projects to support road widening works. 61.7% of budget expenditures are earmarked for infrastructure development. For ward-level development, the Commissioner has allocated ₹2.25 crore per ward. Further, ₹10 crore has been earmarked for the maintenance of storm water drains.
SWM and the environment
In an effort to address the issue of garbage, which remains a major concern in the region, the company has also committed over ₹290 crore to Bengaluru Solid Waste Management Limited (BSWML). It further earmarked ₹12 million for the purchase of sweeping machines and ₹5 million for garbage collection machines. It also plans to convert the green waste into compost and sell it at ₹150 per kg.
Further, the company has earmarked ₹40 crore for the development of four lakes. Among them, Srinivaspura and Mallasandra Gudde lakes will be comprehensively developed. In addition, the company has proposed revival of currently non-functional lakes, including Banaswadi Lake, Lingarajapura Lake and Ramachandrapura Lake. The company has also proposed to start boating activities in the lakes in its jurisdiction. Further, ₹20 crore has been allocated for carrying out works related to the Climate Action Plan.
Housing
Commissioner Mr. Kumar said they have earmarked ₹71.07 crore for the housing scheme, of which 50% would be for a single house project and the remaining 50% for providing houses through the Rajiv Gandhi Housing Scheme. The company has also earmarked ₹7.7 crore for setting up vending zones and providing electronic vending vehicles to street vendors. Further, ₹1 million has been allocated to provide financial assistance to athletes participating in national and international sports.
The budget also earmarks ₹73,000 for the welfare of the transgender community to provide one-time financial assistance of up to ₹50,000 to help them become self-reliant and seek employment.
