
As many as 31 private unaided technical colleges in the state are charging additional fees from students by issuing circulars for 2023-24, 2024-25 and 2025-26 batches in violation of GO Ms. No. 118 and earlier orders of the Supreme Court, the members of the Parents Association of (PAAPhra Pradesh) have alleged.
As per GO Ms. No. 118 issued by the Higher Education Department (RM) on 24th December 2025, the annual fee for all B.Tech. programs will continue as for students admitted during the 2023-24 to 2025-26 block period until the program completes. It also prohibits the collection of additional fees.
“This GO was issued on the basis of AP High Court judgment dated July 9, 2025. As per Supreme Court judgments (Inamdar vs State of Maharashtra and Narayana Medical College vs State of AP) it is illegal to change the fees of students who have been admitted in previous years in the middle of the academic year,” said PAAP President S. Narahari.
“However, 31 colleges are issuing illegal circulars in violation of government and court orders. This is causing hardship to thousands of students and putting a huge financial burden on their parents. We request the government to impose fine and cancel the permission of the schools that have violated the rules,” he said.
Apart from demanding that the government take strict action against the management of the 31 private technical colleges, the PAAP member also wrote a letter to the AP Higher Education Regulatory and Monitoring Commission (APHERMC), asking it to immediately issue a clear circular to all colleges in the state regarding such violations.
Speaking to The Hindu, APHERMC Member-Secretary and Chief Executive Officer (CEO) D. Suryachandra Rao said, “Managements of several colleges are not communicating properly while issuing fee hike circulars. While they are looking for excessive fee amounts, parents are finding it abusive because of the additional fees charged.”
