The state unit of the Dalit Sangharsh Samiti (DSS) has urged the Congress government to suspend the implementation of internal reservation and continue with the earlier reservation system to avoid disruption to recruitment and education.
DSS state convener DG Sagar said in a press conference in Kalaburagi on Tuesday that the introduction of internal reservation has led to confusion and administrative difficulties, especially in the use of roster systems.
If these concerns are not addressed, the policy could adversely affect job seekers and students, especially those seeking admission to higher education and vocational courses, he said.
Referring to the ongoing cases of Dr. Sagar said the Karnataka Administrative Tribunal has canceled the 17% reservation provided in the recruitment of Gazetted Probationary Officers through the Karnataka Public Service Commission (KPSC).
While the Karnataka High Court has issued directions in related matters, it has not stopped the state government from going ahead with the notifications. He stated that a 15% + 3% formula may be introduced, he said.
Dr. Sagar also pointed to cases filed by nomadic communities where courts have allowed recruitment to continue depending on the outcome of petitions.
He criticized the state government’s decision to sub-category scheduled castes for issuing caste certificates and said it created practical difficulties for candidates.
Recruitment processes over the past two years have been affected with many applicants reportedly crossing the age limit without securing employment, he said.
The activist demanded that the state government revise its reservation order dated September 3, 2025, insisting that reservations among scheduled castes be allocated in all categories in the ratio of 6:6:5 and that recruiting authorities be treated as one unit to ensure uniform and effective implementation.
Referring to the decision of the Supreme Court Dr. Sagar emphasized that the internal reservation should be strictly limited to education and employment, in accordance with Articles 15 and 16 of the Constitution.
He warned that the Dalit Sangharsh Samiti would launch a statewide agitation if the state government did not take necessary steps to issue appropriate orders to this effect.
