Home Minister G. Parameshwara said on Thursday that the process of revising the seniority list of Deputy Superintendents of Police (Dy. SP) eligible for promotion to non-IPS posts is underway and action will be taken once the committee examining the matter submits its report.
In a reply to Congressman Puttanna in the Legislative Council, the minister said the revision was done in accordance with the court’s directions.
“A committee headed by former welfare officer Chinnamarayaya has been constituted to revise the seniority list of Dy. SP cadre. Once the committee submits its report, steps will be taken to grant promotion to eligible Dy. SPs as non-IPS officers,” Mr. Parameshwara said.
He noted that according to the cadre and recruitment rules, posts in the police department are filled in the ratio of 20:80 between direct recruitment and promotion.
Mr. Puttanna said several officers serving as Dy. The SSPs were eligible for promotion to non-IPS ranks for the last eight years but did not receive the promotion. Out of 112 sanctioned Dy. Only about 50% officers were promoted in SP posts in the state, he said, claiming that lobbying by IPS officers had limited opportunities for state cadre officers to be promoted above posts like superintendent of police (SP) and deputy inspector general (DIG).
In response, Mr. Parameshwara said the 20:80 ratio was intended to ensure that officers recruited at the sub-inspector level would also have an opportunity to advance to higher ranks. He added that 33 officers, many from Karnataka, were promoted to the rank of DIG three months ago. The government would also examine the promotion and recruitment practices in neighboring states and take action if changes were necessary.
